Thematic Priority – Governance Reforms

After decades of military dictatorship, institutions and governance structures in Myanmar remain undemocratic. This is exemplified by the military-drafted 2008 Constitution that entrenches the power of the Myanmar Army, the institution that still dominates the political arena and perpetuates armed conflict, displacement and chronic underdevelopment in ethnic nationality areas. As Myanmar is transitioning to democracy, the reform of key institutions such as the military, the administration system, the legislature, and judiciary is essential. We advocate for a federal system of governance, in which ethnic equality and equity is achieved through a long-lasting peace settlement and the amendment of the 2008 Constitution.

ဦးစားေပးအေၾကာင္းအရာ။     ။ အုပ္ခ်ဳပ္ေရး ျပဳျပင္ေျပာင္းလဲမႈမ်ား

ဆယ္စုႏွစ္ေပါင္းမ်ားစြာၾကာျမင့္ခဲ့သည့္ စစ္အာဏာရွင္စနစ္ ေနာက္ပုိင္းတြင္လည္း ျမန္မာႏုိင္ငံ၏ အုပ္ခ်ဳပ္ေရးႏွင့္ အေဆာက္အအံုပိုင္း ဖဲြ႔စည္းတည္ေဆာက္ပံုမ်ားသည္ ဒီမုိကေရစီနည္းက် ဖဲြ႔စည္းထားသည့္ အေျခအေနတြင္ ရွိမေနေသးပါ။ ထုိအခ်က္ဥပမာအား တုိင္းရင္းသားလူမ်ိဳးစုေဒသမ်ားတြင္ လက္နက္ကုိင္ ပဋိပကၡအဓြန္႔ရွည္ကာ အုိးအိမ္စြန္႔တိမ္းေရွာင္ေရႊ႕ေျပာင္းရျခင္းမ်ားႏွင့္ ဖံြ႔ၿဖိဳးတုိးတက္မႈနိမ့္က်ရျခင္းတုိ႔အတြက္ တာ၀န္ရွိကာ ႏုိင္ငံေရးအခင္းအက်င္းတြင္ ဆက္လက္ႀကီးစိုးေနသည့္ ျမန္မာစစ္တပ္၏အာဏာအား ပုိမုိခိုင္မာေစရန္ ၂၀၀၈ ခုႏွစ္ ဖဲြ႔စည္းပံုအေျခခံဥပေဒထဲတြင္ ထည့္သြင္းေရးဆဲြထားျခင္းအား ၾကည့္ျခင္း အားျဖင့္ အထင္အရွားေတြ႔ႏုိင္ပါသည္။ ျမန္မာႏုိင္ငံအေနျဖင့္ ဒီမုိကေရစီအသြင္ကူးေျပာင္းဆဲ ကာလတြင္ စစ္တပ္၊ အုပ္ခ်ဳပ္ေရး၊ ဥပေဒျပဳေရးႏွင့္ တရားစီရင္ေရးကဲ့သုိ႔ အေရးပါသည့္ အဖဲြ႔အစည္း အေဆာက္အအံုမ်ားအား ျပဳျပင္ေျပာင္းလဲေရးလုပ္ေဆာင္ရန္ မလြဲမေသြ လုိအပ္ေနပါသည္။ မိမိတုိ႔အေနျဖင့္ ေရရွည္တည္တံ့သည့္ ၿငိမ္းခ်မ္းေရးေျဖရွင္းခ်က္မွတစ္ဆင့္ တုိင္းရင္းသား တန္းတူညီမွ်ေရးအား ေဖာ္ေဆာင္ ေပးႏုိင္မည့္  ဖက္ဒရယ္စနစ္ အုပ္ခ်ဳပ္ေရးႏွင့္ ၂၀၀၈ ခုႏွစ္ ဖဲြ႔စည္းပံု အေျခခံဥပေဒ ျပင္ဆင္ေရးတုိ႔အတြက္ စည္းရံုးလံႈ႔ေဆာ္ လုပ္ေဆာင္ပါသည္။

ေရွ႕ေျပးအသံအဖဲြ႔မွ ၎၏ ဦးစားေပးအေၾကာင္းအရာမ်ားထဲ တစ္ခုျဖစ္ေသာ – အုပ္ခ်ဳပ္ေရး ျပဳျပင္ေျပာင္းလဲမႈမ်ား အခန္းက႑ႏွင့္ပတ္သက္ၿပီး အစီရင္ခံစာမ်ား ထုတ္ျပန္ထားပါသည္။ ထိုအစီရင္ခံစာမ်ားကို ေအာက္တြင္ဖတ္ရႈႏိုင္ပါသည္။
