1. It is learned that on 27 November 2024, the International Criminal Court (ICC) Prosecutor filed an application to the ICC for a warrant of arrest against Min Aung Hlaing, the leader of the terrorist military, for crimes committed against the Rohingya.
2. We welcome the ICC Prosecutor’s application for the arrest warrant. This development marks the first instance in Myanmar’s military history where an application has been filed to an international court for an arrest warrant against an individual as a criminal for crimes against humanity. It can be defined as underscoring the urgent need for far-reaching reforms in Myanmar’s security sector, judicial system, and political framework, particularly regarding the Myanmar military.
3. The terrorist military leader and those allied with him are bound to face unavoidable consequences. We, therefore, call on all military personnel to join our efforts to implement security sector reform grounded in federal principles. This will not only free the military from the control of Min Aung Hlaing, responsible for crimes against humanity, but also restore its reputation as a professional and people-respected institution, independent of political influence. Now is the time to sever ties with the terrorist military leader and work towards re-establishing a respected and honourable military.
4. The “so-called” election planned by the terrorist military leader, who is on the verge of being recognized as a criminal for crimes against humanity, holds no legitimacy. Conducting such a sham election will be another reckless step into a dark chapter of history, offering no meaningful political resolution for either the military or the country.
5. It is now critical for neighbouring countries, ASEAN, the United Nations, and the broader international community to exercise caution to avoid creating situations that appear to support or legitimize actions causing crimes against humanity due to their various forms of engagement with the terrorist group led by the terrorist military leader.
6. We will redouble our efforts to push for international action to arrest Min Aung Hlaing, who is set to face warrant for crimes against humanity. Furthermore, we will work to expose his similar crimes against the people of Myanmar and seek to hold him fully accountable through international justice mechanisms, such as the International Criminal Court and the International Court of Justice, in strict adherence to international law.
7. We reaffirm our commitment to ensuring transitional justice, aiming to prevent the occurrence of recurring military coups in the future Union and to address the suffering of ethnic communities and the people of Myanmar, who have endured and continue to endure the impacts of crimes against humanity.
