၂၀၂၂ ခုနှစ် မေလ ၁၁ ရက်

မြန်မာနိုင်ငံအတွက် လူသားချင်းစာနာထောက်ထားမှု အကူအညီပေးရေးဆိုင်ရာ အတိုင်ပင်ခံ အစည်းအဝေးမှ မြန်မာနိုင်ငံအတွက် ပေးအပ်မည့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ ဖြန့်ဝေရေးကို စစ်အုပ်စုအား ထိန်းချုပ်ခွင့် ပေးလိုက်သည့် ဆုံးဖြတ်ချက်အပေါ် အောက်တွင် လက်မှတ်ရေးထိုးထားသည့် မြန်မာနှင့် နိုင်ငံတကာ အဖွဲ့အစည်း ၇၆၅ ဖွဲ့တို့က အလွန်အမင်း စိုးရိမ်ပူပန်မိပါသည်။ ထိုဆုံးဖြတ်ချက်သည် စစ်အုပ်စုကို တရားဝင်မှု ပိုမိုရရှိစေမည့်အပြင် မြန်မာနိုင်ငံအတွင်းရှိ ပြည်သူလူထုအပေါ် ကျူးလွန်သော ရက်စက်ကြမ်းကြုတ်သည့် လူ့အခွင့်အရေး ချိုးဖောက်မှုများကို ပိုမိုကျူးလွန်နိုင်စေရန်အတွက် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီကို  လက်နက်သဖွယ် အသုံးချခွင့် ပေးလိုက်ခြင်းသာ ဖြစ်သည်ဟု မိမိတို့ အဖွဲ့အစည်းများက ယုံကြည်သည်။

အာဆီယံ-အမေရိကန် အထူးထိပ်သီးအစည်းအဝေးမတိုင်မီ ကျင်းပသည့် အာဆီယံနိုင်ငံခြားရေး ဝန်ကြီးများ၏ အလွတ်သဘော ဆွေးနွေးပွဲတွင် ယင်းဆုံးဖြတ်ချက်ကို ပြန်လည်ပြင်ဆင်ရန်နှင့် ယုံကြည်စိတ်ချရသော ဒေသခံ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အဖွဲ့အစည်းများနှင့် လူထုအခြေပြု အဖွဲ့အစည်းများ မှတစ်ဆင့် ဖြန့်ဝေပို့ဆောင်ပေးမည့် နယ်စပ်ဖြတ်ကျော် လူသားချင်းစာနာထောက်ထားမှု ဆိုင်ရာ အကူအညီများ ပေးပို့ဖော်ဆောင်နိုင်ရေးအတွက် အမျိုးသားညီညွတ်ရေးအစိုးရ (NUG)၊ တိုင်းရင်းသား လက်နက်ကိုင်တော်လှန်ရေးအဖွဲ့အစည်း (EAO) များနှင့်  ပြည်တွင်းအရပ်ဘက်လူထုအဖွဲ့အစည်းများနှင့် တွေ့ဆုံဆွေးနွေးရန် မိမိတို့မှ အာဆီယံကို တိုက်တွန်းတောင်းဆိုလိုက်သည်။

လက်ရှိအာဆီယံ၏ အလှည့်ကျဥက္ကဌဖြစ်သော ကမ္ဘောဒီးယားနိုင်ငံမှ ကမကထပြု ကျင်းပပြုလုပ်သည့် ၂၀၂၂ ခုနှစ် မေလ ၆ ရက်နေ့ အစည်းအဝေးတွင် နိုင်ငံတော်စီမံအုပ်ချုပ်ရေးကောင်စီ ဦးဆောင်သည့် စစ်အုပ်စု၏ အလုပ်အဖွဲ့ (Task Force) ကို ပါဝင်တက်ရောက်စေခဲ့သည့်အတွက် မိမိတို့မှ အံ့ဩစိတ်ပျက်ရပါသည်။ အဆိုပါအစည်းအဝေးတွင် ၂၀၂၀ ခုနှစ် ရွေးကောက်ပွဲအနိုင်ရ ရွေးကောက်ခံ ကိုယ်စားလှယ်များမှ ဖွဲ့စည်းထားသည့် NUG နှင့်အတူ အရပ်ဘက်လူထုအဖွဲ့အစည်းများနှင့် EAO များ၏ ပါဝင်မှုကိုမူ ဖယ်ထုတ်ချန်လှပ်ထားခဲ့သည်။ မြန်မာနိုင်ငံဆိုင်ရာ ကုလသမဂ္ဂ၏ အထူးကိုယ်စားလှယ် H.E. Noeleen Heyzer သည် ပါဝင်သက်ဆိုင်သူတစ်ဦးအနေဖြင့် ထိုဆွေးနွေးပွဲကို တက်ရောက်ခဲ့သည်ဟု ကမ္ဘောဒီးယားအစိုးရက မှားယွင်းစွာထုတ်ပြန်ထားပြီး အမှန်တကယ်စင်စစ်မှာ မြန်မာစစ်အုပ်စု၏ ဖိအားပေးမှုကြောင့် အာဆီယံက သူမအား အစည်းအဝေးပွဲ တက်ရောက်ရန် ဖိတ်ကြားခဲ့မှုကို ပြန်လည်ရုပ်သိမ်းခဲ့ပြီး ဖြစ်သည်။

ဥက္ကဋ္ဌဖြစ်သော ကမ္ဘောဒီးယားနိုင်ငံ၏ ဦးဆောင်မှုအောက်တွင် ရှိနေသည့် အာဆီယံသည် မြန်မာစစ်အုပ်စုအတွက် တံခါးဖွင့်ပေးထားချိန်တွင် NUG နှင့် အခြားသော သက်ဆိုင်သူများနှင့်မူ ထိတွေ့ဆက်ဆံရန် ဆက်လက်တွန့်ဆုတ်နေပြီး ယင်းမှာ အားလုံးပါဝင်မှုရှိသည့် တွေ့ဆုံဆွေးနွေးရေးကို တောင်းဆိုထားသော အာဆီယံ၏ ဘုံသဘောတူညီချက် (၅) ချက်နှင့် လုံးဝဆန့်ကျင်ကွဲလွဲနေသည်။ NUG၊  ဖမ်းဆီးထိန်းသိမ်းခံထားရသော သမ္မတဦးဝင်းမြင့်နှင့် နိုင်ငံတော်၏ အတိုင်ပင်ခံပုဂ္ဂိုလ် ဒေါ်အောင်ဆန်းစုကြည်၊ အာဏာဖီဆန်ရေးလှုပ်ရှားမှု၊ EAO များနှင့် တွေ့ဆုံခြင်းမပြုဘဲ စစ်အုပ်စု ခေါင်းဆောင်များနှင့်သာ တွေ့ဆုံခဲ့သည့်အပြင် အခြားသော အာဆီယံအဖွဲ့ဝင် နိုင်ငံခေါင်းဆောင်များ၏ သဘောတူညီချက်ကို ရယူခဲ့ခြင်းမရှိဘဲ မြန်မာနိုင်ငံသို့ သွားရောက်ခဲ့သည့် ကမ္ဘောဒီးယားနိုင်ငံ ဝန်ကြီးချုပ်ဟွန်ဆန်နှင့် လက်ရှိ မြန်မာနိုင်ငံဆိုင်ရာ အာဆီယံအထူးကိုယ်စားလှယ်တို့၏ ခရီးစဉ်ကိုလည်း မိမိတို့မှ ရှုတ်ချခဲ့ပြီး ဖြစ်သည်။ အဆိုပါ ကမ္ဘောဒီးယားနိုင်ငံ၏ “ထင်ရာစိုင်း သံတမန်ဆက်ဆံရေ” ငါးလကြာမြင့်သည်အထိ အာဆီယံသည် ချန်လှပ်မှုများ ဆက်လက်လုပ်ဆောင်နေဆဲ ဖြစ်သည်။

သဘာဝဘေးအန္တရာယ် စီမံခန့်ခွဲမှုဆိုင်ရာ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ အတွက် အာဆီယံ၏ ပူးပေါင်းဆောင်ရွက်ရေးစင်တာ (AHA Centre) မှတစ်ဆင့် မြန်မာနိုင်ငံသို့ အကူအညီများ မည်ကဲ့သို့ ပေးပို့မည်ကို စစ်အုပ်စုဦးဆောင်သည့် အလုပ်အဖွဲ့အား စီမံဆုံးဖြတ်ခွင့်ပေးသည့် အာဆီယံ၏ ဆုံးဖြတ်ချက်အပေါ် မိမိတို့အနေဖြင့် အလွန်ပင် စိုးရိမ်ထိတ်လန့်မိပါသည်။ အကူအညီပေးရေး လုပ်သားများနှင့် အရပ်သားပြည်သူများအပေါ် စစ်အုပ်စု၏ ခြိမ်းခြောက်တိုက်ခိုက်မှုများ ဆက်လက်ရှိနေသော်ငြား ၎င်းစစ်အုပ်စု၏ အလုပ်အဖွဲ့က EAO နယ်မြေများ အပါအဝင် မြန်မာနိုင်ငံတဝှမ်းရှိ ပြည်သူများအားလုံးထံ အထောက်အပံ့များ ဖြန့်ဝေပို့ဆောင်ပေးနိုင်စွမ်းရှိသည်ဟု အာဆီယံက ဆက်လက်ရှုမြင်နေခြင်းကို မိမိတို့မှ အံ့ဩတုန်လှုပ်မိပါသည်။ အာဆီယံ၏ ဘုံသဘောတူညီချက် (၅) ချက်ကို လက်ခံသဘောတူပြီး တစ်နှစ်ကျော်ကြာသည့်အထိ လိုက်နာဆောင်ရွက်ခြင်း မရှိနေသော စစ်အုပ်စု၏ လုပ်ရပ်များကို ကြည့်ခြင်းအားဖြင့် ၎င်း၏ကတိများသည် နိုင်ငံရေးအကျိုးအမြတ်ကိုသာ မျှော်ကိုးသည့် မယုံကြည်ထိုက်သော ကတိကဝတ်များသာ ဖြစ်ပေသည်။

မြန်မာစစ်အုပ်စု ဦးဆောင်သည့် အလုပ်အဖွဲ့နှင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ ပေးအပ်မည့် အစီအစဉ်အား ရှေ့ဆက်တိုး အကောင်အထည်ဖော်ဆောင်ရွက်မည့် အာဆီယံ၏ ဆုံးဖြတ်ချက်သည် နိုင်ငံတကာအသိုင်းအဝိုင်းအနေဖြင့် စစ်အုပ်စု၏ ဝင်ရောက်စွက်ဖက်မှု မရှိဘဲ ပြည်တွင်း အရပ်ဘက်လူထုအဖွဲ့အစည်းများနှင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အဖွဲ့အစည်းများမှတစ်ဆင့် နယ်စပ်ဖြတ်ကျော် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ ပေးအပ်ရေးကို ဦးစားပေး ဆောင်ရွက်ရန် တိုက်တွန်းသည့် မြန်မာပြည်သူလူထုနှင့် ကမ္ဘာတစ်ဝှမ်းမှ အရပ်ဘက်လူထုအဖွဲ့အစည်းများ၏ တောင်းဆိုချက်များကို လျစ်လျူရှုလိုက်ခြင်းပင် ဖြစ်သည်။ အာဆီယံအနေဖြင့် NUG၊ မြန်မာနိုင်ငံဆိုင်ရာ ကုလသမဂ္ဂ၏ အထူးကိုယ်စားလှယ်နှင့် အရပ်ဘက်လူထုအဖွဲ့အစည်းများ အပါအဝင် သက်ဆိုင်သူများ အားလုံးကို ဆက်လက်ဖယ်ကြဥ်ထားမည်ဆိုပါက အာဆီယံအနေဖြင့် အဓိပ္ပါယ်ရှိသော ဖြေရှင်းချက် တစ်စုံတစ်ခုမျှ ဖော်ထုတ်နိုင်လိမ့်မည် မဟုတ်ကြောင်း မိမိတို့၏ ရပ်တည်ချက်ကို ထပ်လောင်း ပြောကြားလိုပါသည်။ ထို့အပြင် အာဆီယံ၏ ဆုံးဖြတ်ချက်သည် နောက်ပြန်ဆုတ်ယုတ်မှုကို ဖြစ်စေမည့်အပြင် မြေပြင်တွင် စစ်အုပ်စုက ကျူးလွန်နေသော ရက်စက်ကြမ်းကြုတ်မှုများကို ဆက်လက်အဓွန့်ရှည်စေရန် အတွက်သာ အားပေးအားမြှောက်ပြုရာရောက်မည် ဖြစ်သည်။

Washington DC တွင် ကျင်းပမည့် အာဆီယံ-အမေရိကန် အထူးထိပ်သီးအစည်းအဝေးမတိုင်မီ ၂၀၂၂ ခုနှစ် မေလ ၁၁ ရက်တွင် အာဆီယံနိုင်ငံခြားရေးဝန်ကြီးများသည် အလွတ်သဘော အစည်းအဝေး တစ်ရပ် ကျင်းပပြုလုပ်မည်ဖြစ်ပြီး အာဆီယံ၏ ဘုံသဘောတူညီချက် (၅) ချက် အကောင်အထည်ဖော်ရေး နှင့်ပတ်သက်၍ ဆွေးနွေးမည်ဖြစ်ကြောင်း သိရှိရပါသည်။ ထို့ကြောင့် အာဆီယံနှင့် ၎င်း၏ ခေါင်းဆောင်များကို မိမိတို့မှ အောက်ပါအချက်များ တိုက်တွန်းတောင်းဆိုလိုက်သည်။

• မြန်မာနိုင်ငံဆိုင်ရာ အာဆီယံ လူသားချင်းစာနာ‌ထောက်ထားမှုဆိုင်ရာ အကူအညီပေးရေး အတိုင်ပင်ခံ အစည်းအဝေးတွင် ချမှတ်ခဲ့သော ဆုံးဖြတ်ချက်ကို ချက်ချင်း ပြန်လည် စဥ်းစား သုံးသပ်ရန်၊
• အာဆီယံ၏ ဘုံသဘောတူညီချက် (၅) ချက် အထူးသဖြင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီပေးရေး ကိစ္စရပ်နှင့်စပ်လျဉ်း၍ လိုက်နာဆောင်ရွက်ခြင်း မရှိနေသော စစ်အုပ်စုနှင့် ၎င်း၏ ကိုယ်စားလှယ်များမှ အာဆီယံ၏ မဟာဗျူဟာအစည်းအဝေးများ တက်ရောက်ခြင်းကို ထိရောက်စွာ ချက်ချင်းဆိုင်းငံ့ထားရန်၊
• ယုံကြည်စိတ်ချရသော ဒေသခံလူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အဖွဲ့အစည်းများနှင့် လူထုအခြေပြုအဖွဲ့အစည်းများ မှတစ်ဆင့် ဖြန့်ဝေပို့ဆောင်ပေးမည့် နယ်စပ်ဖြတ်ကျော် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကူအညီများ ပေးပို့ဖော်ဆောင်နိုင်ရေးအတွက် အမျိုးသားညီညွတ်ရေးအစိုးရ၊ တိုင်းရင်းသားလက်နက်ကိုင်တော်လှန်ရေးအဖွဲ့အစည်း များနှင့် ပြည်တွင်းအရပ်ဘက်လူထုအဖွဲ့အစည်းများနှင့် တွေ့ဆုံဆွေးနွေးရန်၊
• မြန်မာနိုင်ငံရှိ လူ့အခွင့်အရေးနှင့် လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အကျပ်အတည်း ကိုင်တွယ်ဖြေရှင်းရေး ကြိုးပမ်းအားထုတ်မှုများကို ပေါင်းစပ်ညှိနှိုင်းဆောင်ရွက်ရန်အတွက် ကုလသမဂ္ဂ အထူးကိုယ်စားလှယ်နှင့် တွေ့ဆုံဆွေးနွေးမှုများ ပြုလုပ်ရန်၊
• အာဆီယံ၏ ကိုယ်စားပြုမှုကို သေချာစေရန်နှင့် မြန်မာပြည်သူလူထု၏ သဘောဆန္ဒကို ထောက်ခံအားပေးရေးအတွက် ပါဝင်ပတ်သက်သူအားလုံးနှင့် ထိရောက်သော ညှိနှိုင်းဆွေးနွေးမှုများ သေချာစွာ လုပ်ဆောင်နိုင်သည့် လုပ်ပိုင်ခွင့်အာဏာ ဖြစ်စေရန်အတွက် အာဆီယံ အထူးကိုယ်စားလှယ်၏ အခန်းကဏ္ဍနှင့် ခန့်အပ်မှုဆိုင်ရာ ယန္တရားကို ပြန်လည်သုံးသပ် ပြင်ဆင်ရန်။

နောက်ဆုံးအနေဖြင့် စစ်အုပ်စုမှ အာဆီယံ၏ ဘုံသဘောတူညီချက် (၅) ချက်နှင့်စပ်လျဥ်း၍ မည်သည့်တိုးတက်မှုမျှ ဆောင်ရွက်ခြင်း မရှိနေသည့်အပေါ် အာဆီယံကို စတင်ဖွဲ့စည်းတည်ထောင်ခဲ့သည့် အဖွဲ့ဝင်နိုင်ငံများဖြစ်သော အထူးသဖြင့် အင်ဒိုနီးရှား၊ မလေးရှား၊ ထိုင်းနှင့် စင်ကာပူ နိုင်ငံများအနေဖြင့် ထို သဘောတူညီချက် (၅) ချက်ကို ကျော်လွန်၍ ရှေ့တိုးလုပ်ဆောင်ရန် မိမိတို့မှ အထူးတောင်းဆိုလိုက်သည်။ အာဆီယံခေါင်းဆောင်များအနေဖြင့် ငြိမ်ချမ်းရေးနှင့် ဒီမိုကရေစီကို လိုလားသော မြန်မာပြည်သူလူထု၏ သဘောဆန္ဒကို ဖြည့်ဆည်းပေးခြင်းနှင့် ဆိုးရွားလှသော လူ့အခွင့်အရေး ချိုးဖောက်မှုများ ကျူးလွန်နေခြင်း တို့အတွက် စစ်အုပ်စုမှ တာဝန်ယူမှု တာဝန်ခံမှု ရှိလာစေရေး လုပ်ဆောင်ပေးခြင်းအားဖြင့် ၎င်းတို့ပြုထားသော ကတိကဝတ်များကို သက်သေပြရမည် ဖြစ်သည်။
