Voices from the Ground: Ethnic Nationalities and Religious Minorities Engagement in the 3^rd Cycle Universal Periodic Review to Improve the Human Rights Situation on the Ground

Launching of the joint Submissions for the Universal Periodic Review and Panel Discussion

On 21 September 2020 as we mark the International Day of Peace, diverse human rights defenders and activists from ethnic and religious communities will discuss the current pressing human rights situation on the ground and present key issues from the joint submissions which were submitted to the Universal Periodic Review. 30 Myanmar civil society organizations have taken part in submitting three separate joint stakeholder submissions, containing key recommendations to the Myanmar government to improve the human rights situation on the ground. Journalists, members of the press and the civil society are invited to join this event.

The UPR is a unique mechanism of the Human Rights Council under which all UN Member States undergo a periodic review of their human rights records in Geneva, Switzerland every five years. Myanmar’s last review was in November 2015, two days before the general election. The submissions reflect the progress of human rights within the past five years since the current government came into power.

• The situation of refugees and internally displaced persons
• The rise of Hate Speech and shrinking democratic and civil society space
• The 1982 Citizenship Law and right to citizenship of minorities and freedom of movement

Due to the COVID-19 pandemic, the press conference will be held online. The discussion will be in Burmese language, however, simultaneous English translation for non-Burmese speakers will be provided. ၂၀၂၀ ပြည့်နှစ် စက်တင်ဘာလ ၂၁ ရက်နေ့တွင် ကျရောက်မည့် အပြည်ပြည်ဆိုင်ရာငြိမ်းချမ်းရေးနေ့တွင် တိုင်းရင်းသားနှင့် ဘာသာရေး နောက်ခံအသိုင်းအ၀ိုင်းအစုံမှ လာကြသော လူ့အခွင့်အရေး ကာကွယ်စောင့်ရှောက်သူများမှ လက်ရှိမြေပြင်တွင် ဖြစ်ပွားနေသော လူ့အခွင့်အရေးအခြေအနေများကို သုံးသပ်ဆွေးနွေးသွားမည်ဖြစ်သည့်အပြင် အပြည်ပြည်ဆိုင်ရာ လူ့အခွင့်အရေးအခြေအနေ ပုံမှန်သုံးသပ်ဆွေးနွေးပွဲ (UPR) တွင် တင်သွင်းခဲ့သော ပူးတွဲတင်ပြချက် များမှ အဓိကအကြောင်းအရာများကိုလည်း တင်ပြသွားမည်ဖြစ်ပါသည်။ မြန်မာနိုင်ငံအရပ်ဘက်လူထုအဖွဲ့အစည်း (CSO) ပေါင်း (၃၀) ဖွဲ့မှ မြန်မာအစိုးရအား မြေပြင်ပေါ်ရှိ လူ့အခွင့်အရေးအခြေအနေ တိုးတက်ကောင်းမွန်လာစေရေး လုပ်ဆောင်ရန် လိုအပ်သော အကြံပြုတိုက်တွန်းချက်များ ပါဝင်သည့် အကြောင်းအရာမတူသော ပူးတွဲတင်ပြချက် (၃) ခုကို UPR သို့ တင်သွင်းခဲ့ကြသည်။ သို့ဖြင့် ယခုပြုလုပ်မည့် သတင်းစာရှင်းလင်းပွဲအား ပါဝင်တက်ရောက်ကြပါရန် သတင်းထောက်များ၊ သတင်းမီဒီယာအဖွဲ့၀င်များနှင့် CSO ကိုယ်စားလှယ်များကို လေးစားစွာ ဖိတ်ကြားအပ်ပါသည်။

UPR ဆိုသည်မှာ ဆွစ်ဇာလန်နိုင်ငံ ဂျနီဗာမြို့တော်တွင် ဖြစ်ပွားသော ကမ္ဘာ့ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများ အသီးသီး၏ လူ့အခွင့်အရေးအခြေအနေများကို တန်းတူစွာ (၅) နှစ်တစ်ကြိမ် ပုံမှန်သုံးသပ်မှုပြုလုပ်သည့် လူ့အခွင့်အရေးကောင်စီ၏ တမူကွဲပြားသည့် ယန္တရားတစ်ခု ဖြစ်သည်။ UPR မှ မြန်မာနိုင်ငံ၏ လူ့အခွင့်အရေး အခြေအနေများကို နောက်ဆုံး သုံးသပ်ခဲ့သော အချိန်မှာ လွန်ခဲ့သည့် ၂၀၁၅ ခုနှစ် နိုင်ဝင်ဘာလဖြစ်ပြီး အထွေထွေရွေးကောက်ပွဲ မကျင်းပမီ နှစ်ရက်အလိုတွင်ဖြစ်သည်။ CSO များမှ UPR သို့တင်သွင်းခဲ့သော အကြောင်းအရာပါ အချက်အလက်များမှာ လက်ရှိအစိုးရ အာဏာရရှိခဲ့သည့်အချိန်မှစ၍ ယနေ့အထိ ၅ နှစ်တာအတွင်း ဖြစ်ပေါ်နေသော လူ့အခွင့်အရေး အခြေအနေများကို ထင်ဟပ်နေပါသည်။

• မြန်မာနိုင်ငံ၏ ၁၉၈၂ ခုနှစ် နိုင်ငံသားဥပဒေ၊ လူနည်းစုများ၏ နိုင်ငံသားဖြစ်ခွင့် အခွင့်အရေးနှင့် လွတ်လပ်စွာ သွားလာလှုပ်ရှားမှု အခြေအနေ

COVID-19 ကပ်ရောဂါအခြေအနေကြောင့် သတင်းစားရှင်းလင်းပွဲကို အွန်လိုင်းမှတစ်ဆင့် ပြုလုပ်သွားမည်ဖြစ်သည်။ ဆွေးနွေးပွဲကို မြန်မာဘာသာဖြင့် ဆွေးနွေးသွားမည်ဖြစ်သော်လည်း မြန်မာစကား အခက်အခဲရှိသူများအတွက် အင်္ဂလိပ်ဘာသာပြန်ကို စီစဉ်ပေးသွားပါမည်။ အကယ်၍ အင်္ဂလိပ်ဘာသာပြန် လိုအပ်သူဖြစ်ပါက ကြိုတင်အသိပေးထားရန် လိုအပ်ပါမည်။ သတင်းစာရှင်းလင်းပွဲကို တက်ရောက်ရန်နှင့် အမေးအဖြေကဏ္ဍများတွင် ပါဝင်မည်ဆိုပါက ကြိုတင်၍ အမည်စာရင်းပေးသွင်းရန် မေတ္တာရပ်ခံအပ်ပါသည်။
