Digital Hate – Annual Hate Speech Report Jan-Dec 2025

This report systematically documents and analyzes hate speech identified on social media platforms in Myanmar throughout the year 2025. The study involves monitoring online platforms, recording instances of hate speech, and analyzing the patterns and implications of such content. A total of 943 instances of hate speech found on social media platforms were systematically recorded. The report analyzes the platforms through which hate speech was disseminated, the key terms and narratives used, the social groups targeted, and the potential risks from a human rights perspective. The report is intended to support human rights organizations, policy discussion groups, civil society organizations, international organizations, and institutions engaged in Myanmar-related political and policy issues. It primarily highlights the patterns of hate speech and their impacts on society.

ယခုအစီရင်ခံစာသည် ၂၀၂၅ ခုနှစ် တစ်နှစ်တာအတွင်း မြန်မာနိုင်ငံတွင် လူမှုကွန်ရက် ပလက်ဖောင်းများ၌ တွေ့ရှိရသော အမုန်းစကားများကို လေ့လာစောင့်ကြည့်ပြီး စနစ်တကျ မှတ်တမ်းတင်ကာ တွေ့ရှိချက်များကို လေ့လာသုံးသပ်ထားခြင်းဖြစ်သည်။ ယခုအစီရင်ခံစာသည် လူမှုကွန်ရက် ပလက်ဖောင်းများမှ တွေ့ရှိရသော အမုန်းစကား ၉၄၃ ခုကို စနစ်တကျ မှတ်တမ်းတင်ထားပြီး အမုန်းစကားများ ဖြန့်ဝေရာ ပလက်ဖောင်းများ၊ အသုံးပြုသည့် အဓိက စကားလုံးများ၊ ပစ်မှတ်ထားခံရသည့်လူမှုအဖွဲ့အစည်းများ၊ လူ့အခွင့်အရေးရှုထောင့်မှ အန္တရာယ်ဖြစ်စေနိုင်မှုများကို ခွဲခြမ်းစိတ်ဖြာလေ့လာထားပါသည်။ ယခုအစီရင်ခံစာအား လူ့အခွင့်အရေး အဖွဲ့အစည်းများ၊ မူဝါဒဆိုင်ရာ ဆွေးနွေးသည့် အဖွဲ့အစည်းများအတွက် အထောက်အကူပြုနိုင်ရန်နှင့် အရပ်ဘက် အဖွဲ့အစည်းများ၊ နိုင်ငံတကာအဖွဲ့အစည်းများ၊ မြန်မာ့နိုင်ငံရေးမူဝါဒများနှင့် ပတ်သက်သည့် အဖွဲ့အစည်းများအတွက်လည်း ရည်ရွယ်ထားသည်။ ယခုအစီရင်ခံစာတွင် အမုန်းစကားများ၏ ပုံစံများ၊ လူ့အဖွဲ့အစည်းအပေါ်သက်ရောက်မှုများကို အဓိကဖော်ပြထားပါသည်။
