Human Rights Violations Monthly Bulletin – February 2026

This monthly bulletin report documents severe human rights violations and rising civilian casualties across Kachin State in February 2026. As armed conflict intensifies between the military junta and joint forces, including the Kachin Independence Army (KIA), civilians continue to bear the brunt of the violence. Throughout February, fierce fighting and indiscriminate attacks—including artillery strikes and aerial bombings—directly targeted civilian areas in Hpakant, Waingmaw, and Mansi townships. Strikes hit residential neighborhoods, Internally Displaced Persons (IDP) camps, and civilian infrastructure, including basic education high schools.

The incidents documented in this report resulted in the deaths of at least four civilians, including children, and left approximately 23 others severely injured. The actual number of casualties on the ground is likely much higher. Firing artillery into densely populated areas and intentionally targeting civilians are not only severe violations of fundamental human rights but also blatant breaches of International Humanitarian Law. This report serves as a crucial record of these ongoing atrocities. By detailing these incidents, we aim to highlight the deteriorating security situation on the ground, demand justice and accountability for the victims, and urgently call for the protection of defenseless civilians caught in the crossfire.
