1. It has been nearly five years since the terrorist military junta seized State power in February 2021 by arresting President U Win Myint, State Counsellor Daw Aung San Suu Kyi, members of the Government, and elected Members of Parliament. Since that time, the military has deliberately committed war crimes and inhumane acts amounting to crimes against humanity.
2. To this day, the military continues to intensify aerial bombardments and heavy artillery attacks against civilian villages, schools, hospitals, religious buildings, and internally displaced persons’ camps. At the same time, it has escalated mass killings, arbitrary arrests, and forced conscription. As a result, millions of people across Myanmar have been forcibly displaced and are in urgent need of humanitarian assistance.
3. Despite facing these inhumane acts of violence and severe threats to their survival, the people of Myanmar continue to demonstrate unwavering resolve, resilience, and courage in their struggle for freedom, justice, peace, human dignity, and genuine democracy. With firm determination, they continue to carry forward the historic Spring Revolution to end military dictatorship and build a Federal Democratic Union.
4. Alongside the strong will and sustained efforts of the people of Myanmar, elected Members of Parliament—who, under the mandate entrusted to them by the people, have formed and assigned responsibilities to the National Unity Government (NUG)—together with genuine Ethnic Revolutionary Organizations (EROs), political parties, and civil society organizations, continue to work toward achieving genuine peace, democracy, and a federal democratic future in Myanmar.
5. At present, the terrorist military junta—among the world’s most serious criminal actors—is attempting to manufacture sham elections in order to legitimize its unlawful military rule. These illegal and fraudulent elections will only deepen Myanmar’s ongoing conflict and further exacerbate the suffering and crises faced by the people.
6. Furthermore, claims by the terrorist military that it is dismantling criminal scam operations within Myanmar—operations that threaten the security, stability, and national interests of countries and communities both regionally and internationally—are merely performative. In reality, the military has no intention of fully eliminating these operations, as they constitute a critical source of revenue. Therefore, to effectively eradicate online criminal networks in Myanmar, cooperation must be undertaken exclusively with the National Unity Government (NUG) and genuine Ethnic Revolutionary Organizations.
7. The Spring Revolution does not seek to establish a government under the 2008 Constitution, which has already been abolished by the Committee Representing Pyidaungsu Hluttaw (CRPH). Rather, it is a collective effort to build a new Myanmar founded on a federal democratic system in which peace, human rights, and the rule of law prevail. Only through such a transformation can the country’s long-standing civil war and the military’s systematic human rights violations—committed with impunity—be brought to an end, thereby enabling sustainable peace and development.
8. The people of Myanmar, who continue to make profound sacrifices in resisting the brutal atrocities of the inhumane military junta in pursuit of a peaceful future, are deserving of far greater support and solidarity from the international community. To help realize their hopes and aspirations, it is essential to formally recognize and engage with elected parliamentarians, the National Unity Government, Ethnic Revolutionary Organizations, and civil and political organizations.
9. Accordingly, the Pyidaungsu Hluttaw, as the legitimate representative of the people of Myanmar:
a) Expresses its sincere appreciation to the Member Parliaments of the Inter-Parliamentary Union (IPU) for their continued recognition of the Committee Representing Pyidaungsu Hluttaw (CRPH) and elected Members of Parliament at the 151st IPU Assembly held in Geneva, Switzerland, in October 2025.
b) Further urges IPU Member Parliaments to continue recognizing the legitimacy of the CRPH and the Members of Parliament elected in the 2020 General Election at the forthcoming 152nd IPU Assembly to be held in April 2026.
c) Expresses its gratitude to the Parliament of New Zealand, the European Parliament, the National Assembly of the Republic of Korea, Members of the United States Senate and House of Representatives, and parliamentarians from ASEAN countries for standing with and supporting the people of Myanmar through resolutions and public statements.
d) Calls upon the international community to recognize the Pyidaungsu Hluttaw, elected by the people, and the CRPH mandated to represent it, as the legitimate legislative authority of Myanmar, and to recognize the National Unity Government as the legitimate Government of Myanmar.
e) Requests the provision of technical, financial, and political support to enable the establishment of a federal democratic system that guarantees self-determination, equality, and a genuine resolution to the country’s long-standing civil war.
f) Urges, as the most urgent priority for achieving a practical and swift resolution to the current crisis in Myanmar, unified and collective action to secure the immediate and unconditional release of all individuals unjustly detained by the terrorist military, including President U Win Myint and State Counsellor Daw Aung San Suu Kyi.
g) Calls for the expansion and strengthening of targeted sanctions against the terrorist military junta and urges cooperation to ensure that military leaders are held accountable for war crimes and crimes against humanity in accordance with international law.
h) Urges the international community to demonstrate solidarity with the people of Myanmar by refusing to recognize the sham elections conducted by the terrorist military junta, their outcomes, or any illegitimate government formed as a result.
i) Expresses readiness to cooperate in eradicating online scam operations and calls on international partners to work with trusted elected parliamentarians, the National Unity Government, and genuine revolutionary organizations.
j) Reiterates its call for increased humanitarian assistance for Myanmar people displaced both internally and across borders as a result of military violence, arbitrary arrests, and forced conscription.
k) Encourages sustained, long-term support and cooperation to facilitate practical solutions through dialogue and negotiations among relevant stakeholders, with the aim of achieving lasting peace and a genuine political system in Myanmar.
