၁၉၉၄ ခုႏွစ္တြင္ ျမန္မာႏုိင္ငံဘက္ျခမ္းသို႔ အတင္းအဓမၼ ျပန္ပုိ႔ခံရေသာ မြန္ဒုကၡသည္မ်ား၏ ဒုကၡခံစားရပုံကုိ ဘားမားလင့္ ႏွင့္ ျမန္မာ႔အေရးပူးေပါင္းေဆာင္ရြက္သူမ်ားအဖြဲ႔တုိ႔မွ “ဒုကၡသည္မွသည္ ျပည္တြင္းတိမ္းေရွာင္ ဘ၀သုိ႔ – ျမန္မာႏုိင္ငံမွ ဥေပကၡာျပဳခံ ေနရပ္မွဖယ္ရွားခံရမႈ သံသရာ” ေခါင္းစဥ္ျဖင့္ ကာတြန္းသရုပ္ျပ တင္ဆက္ထားပါသည္။ ထုိမြန္ဒုကၡသည္မ်ားသည္ ေနရပ္သုိ႔ျပန္ပုိ႔ခံခဲ့ရသည္မွာ ႏွစ္၂၀ ေက်ာ္ၿပီျဖစ္ေသာ္လည္း ၎တုိ႔၏ အသက္ေမြး၀မ္းေက်ာင္း လံုၿခံဳမႈအတြက္ တည္တံ့ခုိင္မာသည့္ စီစဥ္ေဆာင္ရြက္ေပးမႈမ်ား မရွိေသးသျဖင့္ ျပည္တြင္း အုိးအိမ္စြန္႔ခြာတိမ္းေရွာင္ရသူမ်ားအျဖစ္ ၎တို႔၏ ေန႔စဥ္လုိအပ္ခ်က္မ်ားအတြက္ ႏုိင္ငံတကာ ကူညီေထာက္ပ့ံမႈအေပၚတြင္ ယခုခ်ိန္ထိ မွီခုိေနရပါသည္။

ယခုလက္ရွိတြင္လည္း ထုိင္းႏုိင္ငံ၌ ေရာက္ရွိေနေသာ ဒုကၡသည္ ၁၀၀၀၀၀ ေက်ာ္အား ျမန္မာႏုိင္ငံသုိ႔ ျပန္ပုိ႔ရန္ ေဆြးေႏြးေနၾကပါသည္။ အႀကီးစား ျပဳျပင္ေျပာင္းလဲေရးမ်ားအားသာ အာရံုစုိက္ လုပ္ေဆာင္ေနသည့္အတြက္ အုိးအိမ္စြန္႔ စစ္ေဘးေရွာင္ ျပည္သူမ်ားႏွင့္ ဒုကၡသည္မ်ား၏ ရုန္းကန္ရမႈမ်ားႏွင့္ စုိးရိမ္ပူပန္မႈမ်ားသည္ အေသးအဖဲြအျဖစ္သာ သေဘာထားခံရသည့္ အေျခအေနသုိ႔ေရာက္ရွိေနၿပီး ၎တုိ႔အား လက္ရွိကာလ ဒီမုိကေရစီႏွင့္ အသြင္ကူးေျပာင္းေရး လုပ္ငန္းစဥ္မ်ားတြင္ လုိအပ္သေလာက္ ထည့္သြင္းေဖာ္ျပ ကုိင္တြယ္ ေျဖရွင္းျခင္း မရွိသည္ကုိေတြ႔ရပါသည္။ ဒုကၡသည္မ်ားအားျပန္ပုိ႔ေရး ေဆြးေႏြးမႈမ်ား ဆက္လက္ လုပ္ေဆာင္ေနသည့္ ယခုလုိအေျခအေနမ်ိဳးတြင္ အတိတ္က သင္ခန္းစာမ်ားအား မေမ့ရန္လုိပါလိမ့္မည္။ တစ္ႏုိင္ငံလုံး အတုိင္းအတာ အပစ္ခတ္ရပ္စဲေရးႏွင့္ ႏုိင္ငံေရးေျဖရွင္းခ်က္၊ ေရရွည္တည္တံ့ခုိင္မာသည့္ ျငိမ္းခ်မ္းေရးႏွင့္ တိုိင္းရင္းသားတန္းတူအခြင့္အေရး ကင္းမဲ့ေနရံုသာမက ေျမသိမ္းယူမႈႏွင့္ ႏုိင္ငံတကာ ရင္းႏွီး ျမွဳပ္ႏွံမႈတုိ႔သည္ ၎တုိ႔၏မူလေနရာသုိ႔ လံုၿခံဳစိတ္ခ်စြာ ျပန္လာႏုိင္ေရးတြင္ အတားအဆီးမ်ား ျဖစ္ေနေသးသည့္အတြက္ မြန္ဒုကၡသည္မ်ား ေတြ႔ႀကံဳခံစားခဲ့ရသကဲ့သုိ႔ ဒုကၡသည္မ်ားအျဖစ္မွ ျပည္တြင္းအုိးအိမ္စြန္႔ တိမ္းေရွာင္သူမ်ားအျဖစ္ တစ္ျပန္ တစ္လဲ ျဖစ္လာမည့္အေရးကုိ မြန္ဒုကၡသည္မ်ားသာမက အျခားတုိင္းရင္းသားဒုကၡသည္မ်ားပါ ရင္ဆုိင္ရမည့္အေရး စုိးရိမ္မႈမ်ားတုိးပြားလာေနပါသည္။
ျမန္မာႏိုင္ငံမွ ဒုကၡသည္မ်ားအား ျပည္တြင္းအုိးအိမ္စြန္႔ထြက္ေျပးတိမ္းေရွာင္သူမ်ားျဖစ္ေအာင္ ထပ္မလုပ္ပါႏွင့္။ ၎တုိ႔ကို ဂုဏ္သိကၡာရွိစြာ ဌာေနျပန္လာႏုိင္ၿပီး တည္တံ့ေသာ အသက္ေမြး၀မ္းေၾကာင္းႏွင့္ ၿငိမ္းခ်မ္းသည့္ ဘ၀မ်ား ထူေထာင္ႏုိင္ေစရန္ အာမခံလုပ္ေဆာင္ေပးၾကပါ။
၂၀၁၆ ခုႏွစ္ ဇြန္လ ၂၀ ရက္ေန႔တြင္ က်ေရာက္ေသာ ကမၻာ့ဒုကၡမ်ားေန႔တြင္ ဤကာတြန္းသရုပ္ျပ “ဒုကၡသည္မွသည္ ျပည္တြင္းတိမ္းေရွာင္ဘ၀သုိ႔ – ျမန္မာႏုိင္ငံမွ ဥေပကၡာျပဳခံ ေနရပ္မွဖယ္ရွားခံရမႈ သံသရာ” ေခါင္းစဥ္ျဖင့္တင္ျပခဲ့ပါသည္။

Today, on World Refugee Day, an animation created by Burma Link and Burma Partnership reminds the world of the plight of Mon refugees from Burma who were pushed back to their home country in 1994. Over 20 years has passed since the refugees were sent back and those who have now become IDPs in sites situated along the border have yet to have found a proper solution in securing their livelihoods and still depend on international assistance for their daily needs.

Currently, plans to repatriate over 100,000 refugees along the Thailand-Burma border back to Burma are being discussed. The recent story of democracy and transition has insufficiently addressed the ongoing struggles and concerns of the IDPs and refugees, as they become an inconvenient truth rendered invisible by the larger reform narrative. As ongoing discussions regarding refugee repatriation continue, there is an increasing concern that the Mon refugees’ experience of becoming IDPs could be repeated in the absence of a nationwide ceasefire and political solution as land grabbing and foreign investment threaten their safe and durable return.

Don’t let more of Burma’s refugees become IDPs and ensure that they return home in dignity to live in peace with durable livelihood solutions.
