New Report: ‘Inhumane Acts’ Exposes Human Rights Violations in Kachin State

Kachin Human Rights Watch (KHRW) today publishes a new report, “Inhumane Acts,” exposing recent human rights violations in Kachin State, Myanmar.

The report highlights ongoing violations of international law and human rights abuses by the Myanmar military junta, which continues to act with impunity thanks to the failure of the international community to uphold international law.

Human rights violations documented in the report include:

(1) Almost 250,000 people forced to flee their homes in Kachin State, equivalent to more than the entire population of the city of Geneva, Switzerland.

(2) More than 130 people killed by Myanmar military airstrikes, drone attacks and artillery in 2025, including 7 children.

(3) One instance of 85 airstrikes over four days, dropping more than 100 bombs.

(4) Civilians being arbitrarily arrested, tortured and executed.

(5) Humanitarian aid access being weaponised by the military, blocking aid as a weapon of war.

(6) Internet and mobile phone blackout, preventing information reaching the world and delaying emergency aid assistance.

(7) 550 attacks by the military junta during the earthquake ceasefire period.

(8) Increased Myanmar military attacks in the run up to the sham military election which began in 2025.

Due to access restrictions, the human rights violations documented in this report represent only a small proportion of abuses taking place.

“The lack of accountability for the military junta has emboldened soldiers to commit more crimes. Across Kachin State, innocent people, including women and children, live in fear of the next attack. No one feels safe. We need action now so that those ordering and committing human rights violations face justice, and action to stop the flow of arms and jet fuel to the military,” said KHRW spokesperson Jacob.

The military junta is deliberately creating a humanitarian crisis as a weapon of war, even more dangerous than bombs and bullets. They deliberately target civilians, including at schools, hospitals and sites where internally displaced people (IDPs) are sheltering. Many IDPs are forced to flee many times, making it hard for them to receive food and healthcare and for children to access education. At the same time, an aid blockade by the Myanmar military junta limits what aid can reach them, and an internet and phone blackout makes humanitarian aid delivery in a warzone even more challenging.

The new report by Kachin Human Rights Watch amplifies the voices of people on the ground, who are calling for stronger international action. Myanmar military junta attacks in Kachin State and across Myanmar are not inevitable, they are being allowed to happen. A global arms embargo must be imposed to stop Myanmar military jets from conducting attacks, along with targeted sanctions on aviation fuel. The criminals ordering these attacks must be brought to justice to ensure safety and freedom for all in Myanmar.

“When governments fail to take action, such as sanctioning jet fuel and sources of arms and money reaching the Myanmar military junta, it is not a neutral decision, they are making an active decision to allow the military to keep bombing and killing civilians. Each month that goes by without the USA, UK, EU and others imposing new sanctions, they are making an active decision to allow the Myanmar military to keep dropping bombs weighing hundreds of pounds onto the homes and schools of young children,” said Jacob.
