Insecurity Insight identified 1730 incidents of violence against or obstruction of health care in Myanmar since the military coup on 01 February 2021 and 08 July 2025. Health facilities were reportedly damaged or destroyed 407 times, 155 health workers were killed and 886 arrested. Almost three-quarters of these incidents were attributed to the Myanmar Armed Forces (MAF).
Since January 2025, incidents reporting MAF aircraft-delivered explosive weapons impacting health care have increased in Mandalay region amid ongoing armed conflict. Mandalay was among the six areas placed under a state of emergency following the quake, along with Bago, Magway, Nay Pyi Taw, Sagaing, and southern Shan state.
Between January and June 2025, health facilities – including children’s hospitals and temporary clinics – were damaged eight times in Mandalay region by explosive weapons launched from MAF military jets. In one such incident in late April, a temporary clinic established by a mobile medical team in a monastery – set up to provide urgent care for survivors of the 28 March earthquake – was struck by a military council airstrike, injuring two monks and at least four civilians who were receiving treatment at the time.
