New KWAT report: climate of impunity fuels military rape in northern Burma

“Justice Held Hostage”, a new report by the Kachin Women’s Association Thailand (KWAT), documents ongoing shelling, shooting, arbitrary arrest and torture of civilians by the military regime’s troops in northern Burma during the past five months, and exposes how a climate of impunity is fueling military rape.

Detailed analysis and maps by KWAT show how civilians are being deliberately targeted for collective punishment by regime troops in retaliation for resistance attacks. Burma Army shelling and gunfire have killed twelve civilians and injured thirty – half of them women — in Kachin State and Muse District of northern Shan State between June and October 2021.

KWAT has documented the arbitrary arrest of 77 people during the past five months. Some were severely tortured, including to death, and some used as human shields and minesweepers, including two farmers injured by a landmine while forced to walk in front of troops at night in Hpakant.

Analysis of two recent rape cases reveals clear confidence of impunity by the military perpetrators, who committed the crimes in broad daylight, near their camps. The state media’s reporting of the rape-murder of a 58-year-old woman by three ID 88 troops in Momauk in July – which made no mention of rape and insinuated the murder victim was to blame for “arguing” with the soldiers – shows ongoing shielding of military rapists at the highest levels.

Escalated conflict and targeting of civilians by regime forces have displaced over 14,000 villagers in Kachin State and Muse District since the coup, adding to over 100,000 existing IDPs. The regime has been impeding food aid delivery to new IDPs in Muse, who are blocked from seeking shelter across the Chinese border by high security fencing, newly reinforced by the Chinese authorities.

KWAT reiterates demands for concerted international pressure on Burma’s military regime to withdraw its troops nationwide and step down from power, so that a new federal democratic constitution can be adopted to bring an end to the decades-long civil war.

We urge the international community to cut all forms of diplomatic, economic and military support to the regime, and impose economic sanctions on the Myanmar Oil and Gas Enterprise, which is providing huge revenues to the regime for arms purchases. We also call urgently for increased cross-border humanitarian aid to IDPs in northern Burma.

KWAT သည် လွန်ခဲ့သည့် ၅ လအတွင်း လူပေါင်း ၇၇ ဦး မတရားဖမ်းဆီးခံရမှုကို မှတ်တမ်း တင်ခဲ့သည်။ ဖားကန့်တွင် ညအချိန် စစ်သားများရှေ့အတင်းအဓမ္မ လမ်းလျှောက်ခိုင်းစေခဲ့ရာ မြေမြှုပ်မိုင်းနင်းမိခြင်းကြောင့် ဒဏ်ရာရခဲ့သည့် လယ်သမား နှစ်ဦးအပါအဝင် အချို့မှာ လူသားဒိုင်းနှင့် မိုင်းရှင်းလင်းသူများအဖြစ် အသုံးပြုခံရခြင်းနှင့် သေဆုံးသည်အထိ ပြင်းထန်ဆိုးဝါး သည့် ညှဉ်းပန်းနှိပ်စက်မှုများကို ခံခဲ့ကြရသည်။

မကြာသေးမီက ဖြစ်ပွားခဲ့သည့် မုဒိမ်းမှုနှစ်ခုကို လေ့လာဆန်းစစ်ချက်အရ ကျူးလွန်သူမြန်မာ စစ်သားများသည်၎င်းတို့၏ စခန်းအနီး နေ့ခင်းကြောင်တောင် ပြစ်မှုကျူးလွန်ခဲ့မှုများကို ကြည့်ခြင်းအားဖြင့် ၎င်းတို့သည် အပြစ်ပေးခံရခြင်းမှ ကင်းလွတ်မည်ကို ယုံကြည်နေကြောင်း ရှင်းရှင်းလင်းလင်း ဖော်ပြနေသည်။ ပြီးခဲ့သည့် ဇူလိုင်လအတွင်း တပ်မ ၈၈ မှ စစ်သား ၃ ဦးသည် အသက် ၅၈ နှစ်အရွယ် အမျိုးသမီးတဦးအား မုဒိမ်းကျင့်သတ်ဖြတ်မှုအကြောင်း နိုင်ငံပိုင်သတင်း၌ ရေးသားဖော်ပြရာတွင် မုဒိမ်းမှုအကြောင်း တစုံတရာ မပါရှိသည့်အပြင် စစ်သားများနှင့် “ငြင်းခုန်စကားများ”ခြင်းကြောင့်သာ လူသတ်မှုကျူးလွန်ခဲ့ရသည့်ပုံစံဖြင့် ကျူးလွန်ခံရသူကိုပင် ပြန်လည်အပြစ်တင်ရေးသာဖော်ပြချက်ကို ကြည့်ခြင်းအားဖြင့် ကျူးလွန်သူ မြန်မာစစ်သားများအား အကာအကွယ် အမြင့်ဆုံးအဆင့်ထိ ဆက်လက်ပေးနေဆဲဖြစ်သည်မှာ စိုးရိမ်ဖွယ် ပြသနေသည်။

စစ်အာဏာသိမ်းပြီးချိန်မှစ၍ ကချင်ပြည်နယ်နှင့် မူဆယ်ခရိုင်အတွင်းတွင် ပဋိပက္ခပြင်းထန်လာ ခြင်းနှင့် မြန်မာစစ်တပ် တပ်ဖွဲ့ဝင်များ၏ အရပ်သားပြည်သူများအပေါ် ပစ်မှတ်ထားတိုက်ခိုက် ခြင်းများသည် ရွာသူရွာသား ၁၄,၀၀၀ ကျော် အိုးအိမ်မဲ့ဖြစ်စေခဲ့ပြီး ရှိရင်းစွဲ စစ်ဘေးရှောင် ဒုက္ခသည်ဦး ရေနှင့် ပေါင်းလိုက်လျှင် စုစုပေါင်း ၁၀၀,၀၀၀ ကျော်ထိ တိုးမြင့်စေခဲ့သည်။ တရုတ်အာဏာပိုင်များ၏ လုံခြုံရေးမြင့်မားသော နယ်စပ်စည်းရိုးများ အသစ်ထပ်မံလုပ်ထား ခြင်းကြောင့် တရုတ်နယ်စပ်ကို ထွက်ပြေးတိမ်းရှောင်၍မရသော မူဆယ်ရှိ စစ်ဘေးရှောင် ဒုက္ခသည်အသစ်များထံသို့ စားနပ်ရိက္ခာ ထောက်ပံ့ပို့ဆောင်ခြင်းကိုလည်း စစ်အာဏာရှင်မှ တားမြစ်ထားသည်။

ထို့ကြောင့် နိုင်ငံတကာအသိုင်းအဝိုင်းအနေဖြင့် မြန်မာနိုင်ငံအတွင်း ဆယ်စုနှစ်ပေါင်းများစွာ ဖြစ်ပွားနေသော ပြည်တွင်းစစ်ကို ချုပ်ငြိမ်းစေမည့် ဖက်ဒရယ်ဒီမိုကရက်တစ် အခြေခံဥပဒေသစ် တစ်ရပ် ပေါ်ပေါက်လာစေရေးအတွက် မြန်မာစစ်တပ်မှ တနိုင်ငံလုံးရှိ ၎င်း၏ တပ်များအားလုံးကို ဆုတ်ခွာရန်နှင့် အာဏာချုပ်ကိုင်ထားမှုမှ အဆုံးသတ်ရန် မြန်မာစစ်တပ်အပေါ် ထိရောက်သော ဖိအားပေးမှုများလုပ်ဆောင်ရန် KWAT မှ ထပ်မံတောင်းဆိုသည်။
