On 22.03.2021, the Civil Disobedience Movement was nominated for the Nobel Peace Prize.

A group of six professors in social science at the University of Oslo has nominated the Civil Disobedience Movement of Myanmar for the Nobel Peace Prize.

The military coup d’état in Myanmar on February 1^st, 2021, sparked nationwide demonstrations. Following the coup, the ruling National League for Democracy (NLD) called on people to resist the takeover through non-violence; workers and their unions launched a civil disobedience campaign and declared a general strike; and, mass public protests were organized by young people known as Generation Z. These public protests were joined by a broad range of groups that include ethnic nationalities, women’s groups, workers, LGBT groups, artists, Buddhist monks and Catholic nuns. In the weeks  after the military takeover, a large-scale and nationwide anti-coup resistance movement thus emerged across ethnic, religious, generational, class and gender divides. The Civil Disobedience Movement was born.

The spokesperson for the nominators, Professor Kristian Stokke, states that: “The nomination is in recognition of how the Civil Disobedience Movement is working for peace and democracy through non-violent means. The supporters of the Civil Disobedience Movement are risking arrests, torture and death, yet have chosen to fight for their freedom through labor strikes, peaceful assembly, and non-violent resistance. The nomination is also a recognition of the Civil Disobedience Movement’s role in forging a forward-looking agenda for substantive democracy and peace in Myanmar.”

The signatories of the nomination states in their letter that “the Civil Disobedience Movement, alongside the Committee Representing the Pyidaungsu Hluttaw (CRPH) and ethnic minority organizations (political parties, civil society organizations and armed groups), is striving to create a united stand against the military’s divide and rule tactics and for federal democracy. If successful, this holds the potential of ending Myanmar’s long legacy of direct and indirect military rule and intrastate armed conflicts.”

The nomination letter notes that “there is a longstanding history of civil disobedience being used to oppose authoritarian regimes. Several of these initiatives have been recognized by the Nobel Peace Prize Institute, like Dalai Lama and Dr. Martin Luther King Jr. The Civil Disobedience Movement of Myanmar follows the same historical path, using peaceful protests and civil disobedience to oppose the authoritarian regime in Myanmar, in their fight for freedom and democracy”.

The signatories conclude that the nomination is an acknowledgement of all the people of the country of Myanmar who are fighting for their right to live peacefully in a democratic country.

Stokke explains that: “We nominate the Civil Disobedience Movement because we think it is a very important and timely candidate. It is a mass movement that struggles for democracy and peace, against a brutal military junta, through non-violent resistance. This is a critically important movement for the political future of Myanmar. At the same time, it is also a movement that shows the importance of pro-democracy mobilization in an era when democracy is under pressure from authoritarian forces and agendas.”

မြန်မာ့ အာဏာဖီဆန်ရေးလူထုလှုပ်ရှားမှု CDM  ကို ငြိမ်းချမ်းရေးနိုဘယ်ဆုအတွက် အမည်စာရင်း တင်သွင်းခြင်း

၂၀၂၁ ခုနှစ်၊ မတ်လ ၂၂ ရက်နေ့တွင် အာဏာဖီဆန်ရေး လူထုလှုပ်ရှားမှု Civil Disobedience Movement (CDM) ကို ငြိမ်းချမ်းရေးနိုဘယ်ဆုအတွက် အမည်စာရင်း တင်သွင်းခဲ့ပါသည်။

အော်စလို တက္ကသိုလ်မှ လူမှုသိပ္ပံပါမောက္ခ ခြောက်ဦး ပါဝင်သော အဖွဲ့တစ်ဖွဲ့က အာဏာဖီဆန်ရေး မြန်မာ့လူထုလှုပ်ရှားမှု (CDM) ကို ငြိမ်းချမ်းရေးနိုဘယ်ဆုပေးရန် အမည်စာရင်းတင်သွင်းခဲ့ကြပါသည်။

၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီ ၁ ရက်နေ့တွင် စစ်အာဏာသိမ်းခဲ့ခြင်းကြောင့် မြန်မာနိုင်ငံအဝှမ်းတွင် ဆန္ဒပြကန့်ကွက်ပွဲများ ဆောင်ရွက်ခဲ့ကြသည်။ အာဏာသိမ်းမှုအပြီးတွင် နိုင်ငံသားများအနေနှင့် အာဏာလုမှုကို အကြမ်းမဖက် နည်းလမ်းများဖြင့် ဆန့်ကျင်ဖီဆန်ကန့်ကွက်ကြရန် အာဏာရ အမျိုးသားဒီမိုကရေစီအဖွဲ့ချုပ် (NLD) က တိုက်တွန်းတောင်းဆိုလိုက်သည်။ ထို့နောက် အလုပ်သမားများနှင့် အလုပ်သမား သမဂ္ဂများသည် အာဏာဖီဆန်ရေး လှုပ်ရှားမှုတစ်ခုကို စတင်ပြီး အထွေထွေသပိတ်မှောက်ကြောင်း ကြေညာကြသည်။ ဂျန်နရေးရှင်း ဇီဟု ခေါ်ဝေါ်ကြသည့် လူငယ်များကလည်း လူထုဆန္ဒပြပွဲကြီးများကို စုစည်းဆောင်ရွက်ကြသည်။ လူမျိုးစုအလိုက် အဖွဲ့များ၊ အမျိုးသမီးအဖွဲ့များ၊ အလုပ်သမားများ၊ LGBT အဖွဲ့များ၊ အနုပညာရှင်များ၊ သံဃာအဖွဲ့များနှင့် ကက်သလစ်သီလရှင် အဖွဲ့များ စသည့် အစုအဖွဲ့အသီးသီးတို့ကလည်း တစ်ပြိုင်နက် ဆန္ဒဖော်ထုတ်ပွဲများ ကျင်းပခဲ့ကြသည်။ စစ်တပ်၏ အာဏာသိမ်းမှုအပြီး ရက်သတ္တပတ် အနည်းငယ်အကြာတွင် လူမျိုးစုံ၊ ဘာသာစုံ၊ လူတန်းစား အလွှာစုံ၊ ကျား မ ဂျန်ဒါစုံ ပါဝင်လျှက် တစ်နိုင်ငံလုံးဖြန့်ကျက် လွှမ်းခြုံသော အာဏာသိမ်းဆန့်ကျင်ရေး လှုပ်ရှားမှုကြီးတစ်ရပ်ပေါ်ထွက်လာသည်။ အာဏာဖီဆန်ရေး လူထုလှုပ်ရှားမှု CDM သည်လည်း ပေါ်ထွက်လာခဲ့ပါသည်။

အမည်စာရင်းတင်သွင်းသူအဖွဲ့၏ ပြောရေးဆိုခွင့်ရှိသူဖြစ်သော ပါမောက္ခ ခရစ်စတန် စတုတ်က ဤသို့ဆိုပါသည်။ “အာဏာဖီဆန်ရေး လူထုလှုပ်ရှားမှု CDM ဟာ အကြမ်းမဖက် နည်းလမ်းတွေသုံးပြီး ငြိမ်းချမ်းရေးနဲ့ ဒီမိုကရေစီကို ဦးတည်ရယူဖို့ ကြိုးပမ်းတဲ့ လှုပ်ရှားမှုဖြစ်ကြောင်း အသိအမှတ်ပြုတဲ့အနေနဲ့ ခုလို ရွေးချယ်အမည်တင်သွင်းရခြင်းဖြစ်ပါတယ်။ CDM ပါဝင်သူ၊ ထောက်ပံ့သူတွေဟာ အဖမ်းခံရခြင်း၊ နှိပ်စက်ခံရခြင်း၊ သတ်ဖြတ်ခံရခြင်း အန္တရာယ်တွေကို ကြုံရနိုင်ခြေရှိပါတယ်။ ဒါပေမယ့်လည်း အလုပ်သမား သပိတ်တွေ၊ ငြိမ်းချမ်းစွာ စုဝေး ဆန္ဒပြတာတွေ၊ အကြမ်းမဖက် ခုခံဖီဆန်မှုတွေဆောင်ရွက်ပြီး လွတ်လပ်ရေးကို တိုက်ယူဖို့ ဆုံးဖြတ်ရွေးချယ်ကြသူတွေပါ။ မြန်မာနိုင်ငံမှာ  ဒီမိုကရေစီနဲ့ ငြိမ်းချမ်းရေး အမှန်တကယ် ပေါ်ပေါက်လာစေမယ့် အနာဂတ်မျှော် အစီအစဉ်ဖန်တီးတဲ့နေရာမှာ အရေးပါတဲ့ CDM ကဏ္ဍကိုလည်း အသိအမှတ်ပြုခြင်းအားဖြင့် အမည်စာရင်း တင်သွင်းခြင်းဖြစ်ပါတယ်။”

“စစ်တပ်၏ သပ်လျှိုသွေးခွဲကာ အုပ်ချုပ်ခြင်း နည်းလမ်းများကို ကြံ့ကြံ့ခံ စုစည်းကာကွယ်ရန်နှင့် ဖက်ဒရယ် ဒီမိုကရေစီတစ်ရပ် ပေါ်ပေါက်ရန် ပြည်ထောင်စုလွှတ်တော်ကိုယ်စားပြုကော်မတီ (CRPH)၊ တိုင်းရင်းသားလူမျိုးစု အဖွဲ့အစည်းများ (နိုင်ငံရေးပါတီများ၊ အရပ်ဘက် အဖွဲ့အစည်းများနှင့် လက်နက်ကိုင် အဖွဲ့များ) နှင့် ယှဉ်တွဲလျှက် အာဏာဖီဆန်ရေး လူထုလှုပ်ရှားမှု CDM က ဦးတည် ကြိုးပမ်းလျှက်ရှိကြောင်း၊ အောင်မြင်သွားပါက မြန်မာနိုင်ငံ၏ ပြည်တွင်းစစ်နှင့် နိုင်ငံရေးတွင် တိုက်ရိုက်သော်လည်ကောင်း၊ သွယ်ဝိုက်သော်လည်းကောင်း စစ်တပ်ပါဝင် အုပ်ချုပ်နေမှု အမွေဆိုးကို အမြစ်ဖြတ်နိုင်မည့် အလားအလာရှိကြောင်း” လက်မှတ်ထိုး အမည်တင်သွင်းသူ ပါမောက္ခများက ၎င်းတို့ စာလွှာတွင် ဖော်ပြထားပါသည်။

“အာဏာဖီဆန်ရေး လူထုလှုပ်ရှားမှုများသည် အာဏာရှင်စနစ်အစိုးရများကို ဆန့်ကျင် တိုက်ထုတ်နိုင်ခဲ့သည့် သမိုင်းသာဓက များစွာရှိပါသည်။ အဆိုပါ လှုပ်ရှားမှုများစွာကို ငြိမ်းချမ်းရေးနိုဘယ်ဆုပေးအပ်ရေး အဖွဲ့က အသိအမှတ်ပြုခဲ့ခြင်းလည်း ရှိပါသည်။ ဥပမာ ဘုန်းတော်ကြီး ဒလိုင်းလားမားနှင့် ဒေါက်တာ မာတင်လူသာကင်းဂျူနီယာတို့ဖြစ်သည်။ လွတ်လပ်ရေးနှင့် ဒီမိုကရေစီ ရယူရန်တိုက်ပွဲတွင် ငြိမ်းချမ်းစွာ ဆန္ဒထုတ်ဖော်မှုများနှင့် အာဏာဖီဆန်ရေးလှုပ်ရှားမှုတို့ကို သုံး၍ အာဏာရှင်စနစ်ဆန့်ကျင်သော မြန်မာနိုင်ငံ၏ အာဏာဖီဆန်ရေး လူထုလှုပ်ရှားမှုသည်လည်း အလားတူ သမိုင်းလမ်းကြောင်းကို လျှောက်လှမ်းလျှက် ရှိသည်။” ဟု အမည်စာရင်းတင်သွင်းသော စာလွှာတွင် ထပ်မံ ဖော်ပြထားပါသည်။

ထို့နောက် ငြိမ်းချမ်းစွာ နေထိုင်ပိုင်ခွင့်နှင့် ဒီမိုကရေစီနိုင်ငံတစ်ရပ် ရပိုင်ခွင့်အတွက် တိုက်ပွဲဝင်နေကြသော မြန်မာပြည်သူများကို ချီးကျူးဂုဏ်ပြုကြောင်း ဖော်ပြသည့်အနေနှင့် ဤသို့ ငြိမ်းချမ်းရေးနိုဘယ်ဆုအတွက် အမည်စာရင်း တင်သွင်းရကြောင်း ဖော်ပြပြီး စာလွှာကို နိဂုံးချုပ်ထားပါသည်။

“အာဏာဖီဆန်ရေးလူထုလှုပ်ရှားမှုကို ငြိမ်းချမ်းရေးနိုဘယ်ဆုအတွက် အမည်တင်သွင်းရတဲ့အကြောင်းက ဒီလှုပ်ရှားမှုဟာ အလွန် အရေးပါပြီး၊ အချိန်သင့်မြတ်တဲ့ လှုပ်ရှားမှုတစ်ရပ်ဖြစ်လို့ပါပဲ။ ဒီမိုကရေစီနဲ့ ငြိမ်းချမ်းရေးအတွက် ကြမ်းကြုတ်ရက်စက်တဲ့ အာဏာသိမ်းစစ်တပ်ကို အကြမ်းမဖက် ငြိမ်းချမ်းတဲ့ နည်းလမ်းနဲ့ ဆန့်ကျင် တိုက်ပွဲဝင်တဲ့ လှုပ်ရှားမှု တစ်ရပ်ပါ။ မြန်မာ့ နိုင်ငံရေးအနာဂတ်အတွက်လည်း အလွန်အရေးကြီးပါတယ်။ ဒီမိုကရေစီစနစ်ဟာ အာဏာရှင်တို့ရဲ့ ဩဇာဖိအားတွေ၊ အစီအမံတွေရဲ့ ဖိနှိပ်မှုအောက် ကျရောက်နေတဲ့ ယနေ့ခေတ်ကာလထဲမှာ အခုလို လှုပ်ရှားမှုဟာ ဒီမိုကရေစီအရေးကြိုးပမ်းမှုရဲ့ အရေးပါမှုကို တစ်ဖန်မီးမောင်းထိုးပြနိုင်ပါတယ်။” ဟု ပါမောက္ခ စတုတ်က ဆက်လက် ရှင်းပြခဲ့ပါသည်။
