အကြောင်းအရာ။     ။ မြန်မာ စစ်အုပ်စု အသုံးပြုခွင့်ရရှိနေသည့် ငွေကြေးများ၊ လက်နက်များ၊ စစ်သုံး ဆက်စပ်ပစ္စည်းများ နှင့် လေယာဉ်ဆီများကို တားဆီပိတ်ဆို့ပေးပါရန်။

စင်ကာပူအစိုးရ ရှင့်

မြန်မာ ပြည်သူ အယောက် ၂၇,၇၀၀ ကျော်^[1], (မြေပြင် ကောက်ယူမှု ၁,၃၁၄ ဉီး အပါအဝင်) လက်မှတ်များနှင့်အတူ၊  ကမ္ဘာတစ်ဝှမ်းမှ ပြည်တွင်း၊ ပြည်ပ တော်လှန်ရေး အဖွဲ့အစည်းများနှင့် အရပ်ဘက် အဖွဲ့အစည်း  (၄၃၁)ဖွဲ့ က စင်ကာပူ အစိုးရထံသို့ စာပေးပို့ လိုက်ပါသည်။

ရက်စက်ကြမ်းကြုတ်ပြီး တရားမဝင်သော စစ်အုပ်စု အနေဖြင့် ၎င်း၏ ငွေကြေးလွှဲပြောင်းခြင်းများကို လုပ်ဆောင်နိုင်ရန် စင်ကာပူနိုင်ငံရှိ ဘဏ်များအား အမှီသဟဲပြုနေခဲ့ရပါသည်။ ထို့အပြင် စင်ကာပူနိုင်ငံမှ စစ်အုပ်စုအား ဖြန့်ဖြူးရောင်းချနေသော စစ်လက်နက်များ၊ ဆက်စပ်ပစ္စည်းများ၊ နည်းပညာများနှင့် လေယာဉ်ဆီများသည် စစ်အုပ်စု လက်ရှိ ကျူးလွန်လျက်ရှိသည့် အရပ်သား ပြည်သူများအား ပစ်မှတ်ထား တိုက်ခိုက်မှုများကို ဆက်လက်လုပ်ဆောင်နိုင်စေပါသည်။

စစ်အုပ်စုသည် အရပ်သား ပြည်သူများအပေါ် ရက်စက် ကြမ်းကြုတ်စွာ လေကြောင်းမှ တိုက်ခိုက်ခြင်းများ၊ ဗုံးကြဲ တိုက်ခိုက်ခြင်းများ၊ ရက်စက်စွာ သတ်ဖြတ်ခြင်းများ၊ ညှင်းပန်း နှိပ်စက်ခြင်းများ၊ မတရား ဖမ်းဆီး ထောင်ချခြင်းများ၊ မုဒိန်းကျင့်ခြင်းများ နှင့် အိုးအိမ်များ၊ စားသောက်စရာများ ဖျက်ဆီးခြင်းတို့ကို ၂၀၂၁ ခုနှစ် ဖေဖော်ဝါရီလ ၁ ရက်နေ့ကတည်းက လုပ်ဆောင်နေခဲ့ပါသည်။

ကုလသမဂ္ဂ အထူးကိုယ်စားလှယ်၏ မကြာသေးမီက ထုတ်ပြန်ခဲ့သော မြန်မာနိုင်ငံရှိ လူ့အခွင့်အရေး ချိုးဖောက်မှု အခြေအနေများ အကြောင်း ထုတ်ပြန်ချက်^[2] တွင် စင်ကာပူနိုင်ငံသည်  စစ်အုပ်စုအတွက် လက်နက်များ၊ လက်နက်နှင့် ဆက်စပ်ပစ္စည်းများ ရောင်းချနေ သော  တတိယမြောက် အကြီးဆုံးနိုင်ငံဖြစ်ပါသည်။ ^[3]

ထို့အပြင် စစ်အာဏာသိမ်းရန် စတင်သည့် အချိန်မှစ၍ အနည်းဆုံး စင်ကာပူ လက်နက်ကုမ္ပဏီ ၁၃၈ ခု မှ စစ်အုပ်စုသို့ အမေရိကန်ဒေါ်လာ ၂၅၄ သန်းဖိုးအထိ လက်နက်များ ကုန်သွယ်ရောင်းချခဲ့သည့် အကြောင်း လည်း ပါရှိပါသည်။

စင်ကာပူနိုင်ငံသည် စစ်အုပ်စု၏ ခရိုနီများအတွက် စီးပွားရေး အချက်အချာကျသည့် နိုင်ငံတစ်ခု အဖြစ်လည်းပဲ ရပ်တည်လျက် ရှိပါသည်။ တေဇ^[4] နှင့် နိုင်ထွဋ်အောင်^[5] ကဲ့သို့သော ခရိုနီအချို့သည် မြန်မာပြည်သူများ၏ဘဝများကိုဖျက်ဆီးပြီး အကျိုးအမြတ်များ ရရှိကာ စင်ကာပူနိုင်ငံရှိ မြို့လည်ခေါင်တွင် လူ့စည်းစိမ် အပြည့်ဖြင့် ခမ်းခမ်းနားနား နေထိုင်လျက်ရှိပါသည်။

ယူကေနှင့် ယူအက်(စ်)တို့မှ အရေးယူပိတ်ဆို့ခဲ့သော ရွှန်းကုမ္ပဏီအုပ်စုသည် စင်ကာပူနိုင်ငံတွင် ဆက်လက် လည်ပတ်လျက်ရှိပြီး ၎င်းကုမ္ပဏီသည် စစ်အုပ်စု၏ အရပ်သား ပြည်သူများအား ပစ်မှတ်ထား တိုက်ခိုက်နေသော လေကြောင်း တိုက်ခိုက်မှုများ ဆက်လက် ဆင်နွှဲရန် လိုအပ်သော လေယာဉ်ဆီများ ^[6] ရောင်းချဖြန့်ဖြူးလျက် ရှိပါသည်။

စင်ကာပူမှ စီးပွားရေးလုပ်ငန်းများသည် စစ်အုပ်စုနှင့် ၎င်းတို့၏ အပေါင်းအပါများအတွက် ငွေကြေး လွှဲပြောင်းခြင်းများ လုပ်ဆောင်လျက် ရှိနေခြင်းက စစ်ရာဇဝတ်ကောင်များအား ကူညီထောက်ပံ့နေခြင်းဖြစ်ပြီး စစ်အုပ်စု၏ နိုင်ငံတကာ အဆင့် ရာဇဝတ်မှုများကို ကူညီ ထောက်ပံ့နေခြင်း ဖြစ်ကြောင်း ^[7] သိသာထင်ရှားလျက်ရှိပါသည်။ သို့သော် ထိုလုပ်ရပ်များသည် ရပ်တန့်နိုင်သည် ဖြစ်သောကြောင့် အဆုံးသတ်ရမည် ဖြစ်ပါသည်။

စင်ကာပူအစိုးရသည် စစ်အုပ်စုထံ လက်နက်များနှင့် အရပ်ဘက်-စစ်ဘက်သုံး ကုန်ပစ္စည်းများ ရောင်းချနေသော စင်ကာပူ ကုမ္ပဏီများအား စုံစမ်းစစ်ဆေးမည်ဟု ကတိပြုခဲ့ပြီး United Overseas Bank (UOB) ဘဏ်သည်လည်း မကြာသေးမီကပင် မြန်မာနိုင်ငံနှင့် ပတ်သက်သော  ငွေကြေး လွှဲပြောင်းခြင်းများအပေါ် ကန့်သတ် ပိတ်ဆို့ခဲ့ပါသည်။^[8]

စင်ကာပူအစိုးရအနေနှင့် အောက်ပါအချက်များအား လုပ်ဆောင်ပေးပါရန် တောင်းဆိုလိုက်ပါသည်။

၁) စစ်အုပ်စုထံ လက်နက်များ၊ အရပ်ဖက်-စစ်ဖက်သုံးကုန်ပစ္စည်းများ၊ နည်းပညာများ၊ လေယာဉ်ဆီများအပါအဝင် စစ်အုပ်စုနှင့် ဆက်စပ် သော ငွေကြေးလွှဲပြောင်းမှုများ တိုက်ရိုက် (သို့မဟုတ်) သွယ်ဝိုက်သောနည်းလမ်းဖြင့် လွှဲပြောင်း ရောင်းချနေခြင်းများ ရပ်တန့်ရန်အတွက် ဒဏ်ခတ်ပိတ်ဆို့မှုများပြုလုပ်ပေးရန်။

၂) စင်ကာပူနိုင်ငံအတွင်းရှိ ငွေကြေးစနစ်များအားလုံးကို မြန်မာအကြမ်းဖက်စစ်တပ်မှ မည်သည့် နည်းနှင့်မျှ အသုံးပြုခွင့် မရစေရန်နှင့် စင်ကာပူနိုင်ငံပိုင် ဘဏ်များတွင် ထားရှိသည့် မြန်မာနိုင်ငံ၏ တရား၀င်အစိုးရသာလျှင် ပိုင်ဆိုင်သည့် နိုင်ငံခြား အရံငွေကြေးဖြစ်သော (ရံပုံငွေ) အမေရိကန် ဒေါ်လာ ၄.၅ ဘီလီယံကျော်ကို တရားမဝင် စစ်အုပ်စု လုံးဝ သုံးစွဲခွင့် မရစေရန် အတွက် သေချာစေရန် ငွေကြေးခဝါချမှု၏ အရေးယူ ပြဌာန်းချက်များကို အသုံးပြုပြီး ဒဏ်ခတ်ပိတ်ဆို့ အရေးယူမှုများ ပြလုပ်ရန်။

၃)  စင်ကာပူနိုင်ငံမှတဆင့် စစ်အုပ်စုထံသို့ လက်နက်များ၊ စစ်ဖက် -အရပ်ဖက် နှစ်မျိုးသုံး ကုန်ပစ္စည်းများနှင့် နည်းပညာများကို လွှဲပြောင်း ရောင်းချခြင်းတို့ ပါဝင်ပတ်သက်သော စင်ကာပူအခြေစိုက် ကုမ္ပဏီများအား လူသိ ရှင်ကြား စုံစမ်းစစ်ဆေးမှုများကို ပို၍ မြန်ဆန် အလုပ်တွင်စေရန်နှင့် ပိုမို ဆောင်ရွက်ရန်။

စင်ကာပူအစိုးရအနေနှင့် ထိရောက်သော လုပ်ဆောင်မှုများကို ပိုမိုလုပ်ဆောင်ပါ။
