(Paletwa Township, Chin State – 6 July 2020):

More than 500 people are currently stranded in Paletwa Town, Chin State. Among those stranded is a large contingent of civil servants from some 60 villages in the north of Paletwa Township. The civil servants had been attending a meeting in Paletwa Town and include village administrators, village tract clerks, education department staff and health workers from the township:

“After these 500 people had completed their respective tasks, they were to make the return trip by boat to their villages on 1 July. The Tatmadaw’s Tactical Command 2, currently based on the Kaladan River near Paletwa town, turned the party back at the security checkpoint. Banning them from travelling means they were unable to return to their respective villages. They are now trapped in Paletwa Town,” said one local source who agreed to speak to CHRO.

The civil servants had been summoned to the meeting by the General Administrative Department (GAD) on the last week of June and had faced no restrictions coming into Paletwa Town. As they tried to leave soldiers turned them back and fired warning shots toward the travelling party:

“They [the Tatmadaw] did not stop us when we came down to Paletwa but now they have stopped us and told us that we cannot go back to our villages. When we asked them why we are not allowed to return having already allowed us to enter, the soldiers at the security post shouted, ‘Do not ask any questions or say anything in return. We were given orders from above.’ No one dares to go since some boats were even shot at in order to threaten us,” said one village administrator who is currently stranded in Paletwa.

A list of people who are currently stuck in the town has been compiled and was submitted to the Paletwa Township Administrator on 2 July, but so far there has been no response. While some of those stranded are able to stay with relatives, many are forced to stay in guesthouses in the town:

“We have no relatives here and we have difficulty staying in the guesthouse as we do not have enough money. So, we have been staying here with an acquaintance for some time and it is not good to stay for the long-term. We do not feel comfortable for the landlord, as the situation here is very difficult. It has been four days that we are stuck here. We came to Paletwa to stay just for one or two days. If we’re here and trapped for longer, we will be in trouble,” said another villager.

Both the Tatmadaw and Arakan Army (AA) enforce movement restrictions which include waterways and roads. Such restrictions result in thousands of Chin people facing frequent food shortages in Paletwa Township. In a similar incident on 13 Feb 2020 over one hundred people were stranded in Kyauktaw Town for over 10 days.

မြန်မာတပ်မတော်က ရေလမ်းကြောင်းတွေ ပိတ်ဆို့နေရတဲ့အတွက် ကျေးရွာပေါင်း(၆၀)က ရွာသား(၅၀၀)ကျော် ပိတ်မိနေ

အခုတလော မြန်မာတပ်မတော်က ချင်းပြည်နယ်တောင်ပိုင်း ပလက်ဝမြို့မှအထက်ပိုင်း ကုလာတန်မြစ် ရေလမ်းကြောင်းသွားလာရေးပိတ်ပင်တဲ့အတွက် ကျေးရွာပေါင်း(၆၀)မှ ရွာသား(၅၀၀)ကျော်တို့သည် ပလက်ဝမြို့တွင် ပိတ်မိနေလျှက်ရှိကြောင်း ဒေသခံတစ်ဦးက ချင်းလူ့အခွင့်အရေးအဖွဲ့ထံ သတင်းပေးပို့ပါသည်။

အခုပလက်ဝမြို့ပေါ်မှာ ပိတ်မိနေတဲ့သူတွေဟာ  ပလက်ဝမြို့အထက်ပိုင်းမှာရှိတဲ့ကျေးရွာပေါင်း(၆၀)မှ ပညာရေးနှင့်ကျန်းမာရေးဝန်ထမ်းများ၊ ကျေးရွာအုပ်ချုပ်ရေးမှူးနှင့် အုပ်စုစာရေးများဖြစ်ကြပြီး ၎င်းတို့ သက်ဆိုင်ရာ ကိုယ်စီရုံးလုပ်ငန်းများနှင့်  ဇွန်လနောက်ဆုံးပတ်မှာ ၎င်းတို့ကျေးရွာအသီးသီးမှ ပလက်ဝမြို့သို့ ရောက်ရှိလာကြ သူများဖြစ်ကြသလို ဈေးလာဝယ်တဲ့သူတွေလည်းရှိကြကြောင်း ထိုသူကဆက်ဆိုသည်။ 

အဆိုပါဒေသခံ (၅၀၀)ကျော်တို့သည် ၎င်းတို့လုပ်ငန်းကိုယ်စီအသီးသီး ပြီးမြောက်ပြီးနောက် ၀၁၊ ၀၇၊ ၂၀၂၀ရက်နေ့တွင် ကိုယ့်ဒေသဆီသို့ စက်လှေနဲ့ပြန်ဖို့လုပ်ကြရာ ပလက်ဝမြို့အထက်နား ကုလာတန်မြစ်ပေါ်မှာ ဂိတ်ချတပ်စွဲလျှက်ရှိသော မတူပီမြို့အခြေစိုက် ချင်းပြည်နယ်ဗျူဟာ(၂)လက်အောက်ခံ တပ်ရင်းက သွားလာခြင်းများ တားမြစ်ပိတ်ပင်တဲ့အတွက်ကြောင့် မပြန်နိုင်ကြဘဲ ပလက်ဝမြို့ပေါ်မှာ ပိတ်မိနေခြင်းဖြစ် ကြောင်း ထိုသူကဆက်ဆိုသည်။

“ကျနော်တို့က ဇွန်လကုန်ခါနီးမှာရွာကနေ ပလက်ဝဖက်သို့ ထွေအုပ်ကအစည်းအဝေးခေါ်လို့လာတာ၊ ကျနော်တို့အဆင်းဖက် မှာတော့သူတို့မတားဘူး၊ အပြန်အတက်ကျမှာတော့ သူတို့သွားလို့မရဘူးဆိုပြီးတားတယ်၊ ဘာလို့အဆင်းဖက်မှာတော့မတားဘဲ အထက်မှာကျတော့သွားလို့မရတာလဲလို့ လို့မေးတော့ အထက်က တားခိုင်းလို့တားတာ ဘာမှပြန်မပေနဲ့လို့ ဂိတ်စောင့်တဲ့စစ်သားတွေက ကျနော်တို့ကဟောက်တယ်၊ တချို့စက်လှေတွေဆို သေနတ်တွေနဲ့လှမ်းပစ်တာတွေရှိတယ်ဆိုတော့ ဘယ်သူမှမသွားရဲကြတော့ဘူး”ဟု ကျေးရွာအုပ်ချုပ်ရေးမှူးတစ်ဦးက ဆက်လက်ပြောဆိုပါသည်။

ပိတ်မိနေတဲ့လူတွေ နေရပ်ပြန်သွားနိုင်ရေးအတွက်  စာရင်းတွေကိုပြုစုပြီး ပလက်ဝမြို့ မြို့နယ်အုပ်ချုပ်ရေးမှူး ထံတင်ပြပြီးဖြစ်သော်လည်း ယနေ့အချိန်အထိ အကြောင်းမထူးရသေးကြောင်း၊ ပိတ်မိနေတဲ့သူတွေတချို့ဟာ ၎င်းတို့ဆွေမျိုးတွေဆီမှာ တည်းပြီးနေရတဲ့သူတွေရှိသလို တချို့ဆွေမျိုးမရှိတဲ့သူတွေဆိုယင် တည်းခိုခန်းတွေမှာ ဘဲတည်းခိုပြီးနေကြရကြောင်း ထိုသူကဆက်ဆိုသည်။

“အခုက ကျနော်တို့က ဒီမှာဆွေမျိုးတွေလည်းမရှိဘူး တည်းခိုခန်းမှာတည်းဖို့လဲ ငွေကြေးအခက်အခဲရှိနေတော့ အသိတယောက်ဆီမှာခဏတည်းနေရတာ ရေရှည်တည်းဖို့တော့အဆင်မပြေဘူး အိမ်ရှင်ကိုလည်းအားနာနေရပြီ၊ ယခုပိတ်မိဒါ(၄)ရက်လောက်ကြာပြီဆိုတော့ အိမ်ရှင်ကိုမျက်နှာပူနေရတယ်၊ ပလက်ဝလာရတာ တစ်ရက် နှစ်ရက်လောက်နေဖို့ဘဲလာရတယ်ဆိုတော့ ဒီထက်ပိုကြာကြာပိတ်မိလာရင် ကျနော်တို့ကတော့ တကယ် ဒုက္ခရောက်တော့မှာ” ဟု အခြားရွာသားတစ်ဦးကလည်း ပြောဆိုပါသည်။

ချင်းပြည်နယ်တောင်ပိုင်း ပလက်ဝမြို့နယ်အတွင်းမှာ  မြန်မာတပ်မတော်နှင့် AA နှစ်ဖွဲ့စလုံးက ဆက်သွယ်သွားလာရေးလမ်းကြောင်းများ ပိတ်ပင်ကန့်သတ်နေရတဲ့အတွက်ကြောင့် သောင်းနဲ့ချီသော ဒေသခံပြည်သူများ စားနပ်ရိက္ခာများပြတ်လပ်ခြင်းနဲ့ မကြာခဏကြုံတွေ့နေရသည့်အပြင် လိုအပ်ချက်အရ သွားလာနေရတဲ့သူတွေကို ပစ်ခတ်မှုများပြုလုပ်ခဲ့ကြသည့်အတွက် သေဆုံးခဲ့ရတဲ့သူတွေရှိသလို ထိခိုက်ဒဏ်ရာရရှိတဲ့သူတွေလည်းရှိ ခဲ့ကြောင်း သိရပါသည်။

အလားတူစွာ ၁၃၊ ၀၂၊ ၂၀၂၀ရက်နေ့တွင် ချင်းပြည်နယ် ပလက်ဝမြို့နယ်နှင့် ရခိုင်ပြည်နယ် ကျောက်တော်မြို့နယ်အကြားတွင် မြန်မာ့တပ်မတော်နဲ့ AA တွေ နေ့စဉ်ဆက်တိုက် တိုက်ပွဲတွေပြင်းထန်နေရ တဲ့အတွက် ပလက်ဝမြို့နယ်က လူရာနဲ့ချီပြီး ကျောက်တော်မြို့တွင် (၁၀)ရက်ကျော်ကြာ ပိတ်မိခဲ့ရသေးကြောင်း သတင်းရရှိပါသည်။
