The Embassy of Sweden is deeply concerned to learn that the Myanmar Government has once again ordered a shutdown of internet services in Maungdaw, Buthidaung, Rathedaung, Myebon and Paletwa. Today also marks 239 days since the internet was shut down in Ponnagyun, Mrauk-U, Kyaktaw and Minbya.

Freedom of expression applies online as well as offline. To limit the free flow of information is particularly worrying in an election year as it limits the people’s ability to discuss and debate issues freely and make informed decisions. In the already affected townships we have also seen how the internet shutdown has influenced people’s everyday life and impacted local businesses in a number of ways, including inability to upload and share information, to access learning platforms and to transfer money. It has also exacerbated the humanitarian crisis and affected the access to aid and health services.

Sweden therefore reiterates its call for the Myanmar Government to immediately restore full internet access in the affected areas. We urge the Government to reform the legislative framework to strengthen the public’s access to the internet and enjoyment of freedom of expression online. This includes an immediate overhaul of the vaguely worded article 77 of the Telecommunications Law.

အင်တာနက်ဖြတ်တောက်မှုအပေါ် သဘောထားထုတ်ပြန်ချက်

မောင်တော၊ ဘူးသီးတောင်၊ ရသေ့တောင်၊ မြေပုံနှင့် ပလက်ဝမြို့တို့တွင် အင်တာနက် ဆက်သွယ်မှုများအား ဖြတ်တောက်ထားရန် မြန်မာအစိုးရက ထပ်မံညွှန်ကြားထားသည်ဟု ကြားသိရသည့်အတွက် ဆွီဒင်သံရုံးအနေဖြင့် အလွန်အမင်း စိုးရိမ်ပူပန်မိပါသည်။ ပုဏ္ဏားကျွန်း၊ မြောက်ဦး၊ ကျောက်တော်နှင့် မင်းပြားမြို့တို့တွင်လည်း အင်တာနက်လိုင်းများ ဖြတ်တောက်ခံထားရသည်မှာ ယနေ့ဆိုလျှင် ၂၃၉ ရက်ပင် ပြည့်မြောက်လာခဲ့ပြီဖြစ်သည်။

လွတ်လပ်စွာ ထုတ်ဖော်ပြောဆိုခွင့်ကို ပြင်ပလောကတွင်သာမဟုတ်ဘဲ အင်တာနက်ပေါ်တွင်လည်း ရရှိနေရပါမည်။ သတင်းအချက်အလက် စီးဆင်းမှုများကို ကန့်သတ်ထားသောကြောင့် ပြည်သူများအနေဖြင့် မိမိတို့အပေါ်သက်ရောက်နေသည့် ပြဿနာရပ်များအား လွတ်လပ်စွာ ဆွေးနွေးခွင့်၊ ငြင်းခုံခွင့်တို့ မရရှိကြပေ။ ထိုအခါ မှန်ကန်သောဆုံးဖြတ်ချက်များကို ချမှတ်နိုင်ကြမည် မဟုတ်ရာ ယခုကဲ့သို့ အထွေထွေရွေးကောက်ပွဲ ကျင်းပမည့်နှစ်မျိုးတွင် ပို၍ပင်စိုးရိမ်ပူပန်ဖွယ်ရာ ဖြစ်သည်။ အင်တာနက်ပြတ်တောက်မှုကြောင့် သတင်းအချက်အလက်များ မလွှင့်တင်နိုင်ခြင်း၊ မမျှဝေနိုင်ခြင်း၊ ပညာလေ့လာသင်ယူလိုသူများအတွက် လမ်းကြောင်းများပျောက်ဆုံးနေခြင်း တို့သာမက ငွေလွှဲပေးပို့မှုများကိုပင် မဆောင်ရွက်နိုင်သောကြောင့် ပြည်သူတို့၏နေ့စဉ်ဘဝများအား မည်မျှရိုက်ခတ်နေသည်ကို အင်တာနက်ဆက်သွယ်ရေးပြတ်တောက်မှုဒဏ် ခံစားနေခဲ့ကြရသည့် မြို့နယ်များတွင် ထင်ထင်ရှားရှား တွေ့မြင်နေရပေသည်။ လူသားချင်းစာနာထောက်ထားမှုဆိုင်ရာ အခက်အခဲများကို ပိုမိုဆိုးရွားစေသည့်အပြင် ပြင်ပမှထောက်ပံ့ကူညီမှုများ၊ ကျန်းမာရေးဝန်ဆောင်မှု များကိုပါ ဆိုးကျိုးရိုက်ခတ်မှုများ ရှိလာပါသည်။

သို့ဖြစ်ပါ၍ မြန်မာအစိုးရအနေဖြင့် အဆိုပါဒေသများတွင် အင်တာနက်ဆက်သွယ်မှုများ အပြည့်အဝသုံးစွဲနိုင်ခွင့်ကို ယခုချက်ချင်း ပြန်လည်ဖွင့်လှစ်ပေးပါရန် ဆွီဒင်အစိုးရမှ ထပ်မံ တိုက်တွန်းအပ်ပါသည်။ ထို့အပြင် ပြည်သူများအနေဖြင့် အင်တာနက်ရယူသုံးစွဲခွင့် ပိုမိုကောင်းမွန်ရေး၊ အွန်လိုင်းပေါ်တွင် လွတ်လပ်စွာ ထုတ်ဖော်ပြောဆိုခွင့် ရရှိရေးတို့အတွက် ရေးဆွဲပြဌာန်းထားသည့် ဥပဒေမူဘောင်များကိုလည်း ပြန်လည်သုံးသပ်ပြင်ဆင်သင့်ပါကြောင်း မြန်မာနိုင်ငံအစိုးရအား တိုက်တွန်းအပ်ပါသည်။ ထိုသို့ပြင်ဆင်ရာတွင် ဆက်သွယ်ရေးဥပဒေ အတွင်းမှ မရေရာသည့်စကားလုံးများဖြင့် သိမ်းကျုံးပြဌာန်းထားသည့် ပုဒ်မ (၇၇) အား အမြန်ဆုံးပယ်ဖျက်ပေးရေးလည်း အပါအဝင်ဖြစ်သည်။
