1. Six nurses from the Ta’ang National Liberation Army (TNLA) were arrested and detained at around 1:30 pm on 11 June, 2018 at Awe Law village, Khone Nyaung tract, Mantong township by the Burmese Tatmadaw’s Light Infantry Battalion 301, under Light Infantry Division 88. On 14 July, 2018, we, TWO, TLA and TSYU, were informed that the six women were brutally tortured and killed. We are extremely saddened by this incident, and extend our deepest condolences to their families. We strongly condemn the Burmese Tatmadaw for these killings.

2. After the villagers found the dead bodies of the women, they reported that the women were without clothes and had been raped. They had many wounds on their bodies, and had been tortured with different kinds of weapons. This clearly constitutes a war crime. According to UN Security Council Resolution 1325, Section 11, the State must prosecute those responsible for war crimes, including sexual violence against women and girls.

3. The Tatmadaw’s inhumane treatment of these prisoners of war also violated Common Article 3 of the Geneva Conventions and Protocol II.

4. This incident undermines trust-building among Ta’ang and other local people in the government’s peace and national reconciliation process.

5. We, TWO, TLA and TSYU, strongly urge the Burmese Government and Tatmadaw to investigate this case transparently and bring the perpetrators to justice.

ျမန္မာ့တပ္မေတာ္မွ စစ္သုံ႔ပန္းအျဖစ္ ဖမ္းဆီးရမိသည့္ TNLA ေဆးမွဴး စစ္သမီး (၆)ဦးအား ညွဥ္းပန္းႏွိပ္စက္ျပီး သတ္ျဖတ္ျခင္းအေပၚ တအာင္းအရပ္ဖက္အဖြဲ႔အစည္းမ်ား၏ ပူးတြဲသေဘာထား ထုတ္ျပန္ခ်က္

၁။ (၁၁၊ ၇၊ ၂၀၁၈) ရက္ေန႔ ေန႔လယ္ (၁း၃၀)နာရီ၀န္းက်င္တြင္ မန္တံုၿမိဳ႕နယ္၊ ကုန္းေညာင္အုပ္စု၊ အြယ္ေလာေက်းရြာတြင္ ျမန္မာ့တပ္မေတာ္ႏွင့္ TNLA တုိက္ပြဲျဖစ္ပြားေနစဥ္ TNLA ေဆးမွဴး စစ္သမီး ၆ ဦးအား ျမန္မာ့တပ္မေတာ္ တပ္မ ၈၈၊ ခမရ ၃၀၁ စစ္ေၾကာင္းမွ စစ္သုံ႔ပန္းအျဖစ္ ဖမ္းဆီးရမိခဲ့ပါသည္။ ရက္စက္စြာ ညွဥ္းပန္းႏွိပ္စက္ၿပီး သတ္ျဖတ္ခဲ့သည့္ စစ္သမီး (၆)ဦး၏ အေလာင္း(၆)ေလာင္းကုိ (၁၄၊ ၇၊ ၂၀၁၈)ရက္ေန႔တြင္ ရြာခံမ်ားက ေတြ႔ခဲ့ရွိခဲ့သည္ဟု သိရသည့္အတြက္ မိသားစုမ်ားႏွင့္အတူ ထပ္တူထပ္မွ်၀မ္းနည္းေၾကကြဲရပါေၾကာင္းႏွင့္ ျမန္မာ့တပ္မေတာ္၏ လုပ္ရပ္ကုိလည္း ျပင္းထန္စြာ ရႈတ္ခ်သည္။

၂။ တူးေဖာ္ရရွိေသာ အမ်ိဳးသမီးအေလာင္းမ်ား၏ ခႏၶာကိုယ္ေပၚတြင္ လူသားမဆန္စြာ လက္နက္မ်ိဳးစံုျဖင့္ ႏွိပ္စက္ထားသည့္ ဒဏ္ရာမ်ားႏွင့္ ခႏၶာကုိယ္ေပၚတြင္ လိင္ပိုင္းဆိုင္ရာ ေစာ္ကားခံထားရသည္ကိုလည္း ေတြ႔ရွိရသည္။ ဤအခ်က္မွာ ကမၻာ့ ကုလသမဂၢလံုၿခံဳေရးေကာင္စီ ဆံုးျဖတ္ခ်က္ အမွတ္(၁၃၂၅)၏ အပိုဒ္(၁၁)ကိုလည္း ခ်ိဳးေဖာက္သည္။ အပိုဒ္(၁၁)အရ အမ်ိဳးသမီးမ်ားႏွင့္ကေလးမ်ားအား လိင္အေျချပဳ အဓမၼျပဳက်င့္မႈအပါအ၀င္ စစ္ပြဲအတြင္း ျပစ္မႈက်ဴးလြန္မႈမ်ား၊ လူမဆန္စြာ က်ဴးလြန္သည့္ ျပစ္မႈမ်ား၊ လူမ်ိဳးသုန္း အစုလိုက္၊ အျပံဳလိုက္ သတ္ျဖတ္ျခင္းမ်ားအတြက္ အျပစ္ေပးအေရးယူရန္ဟု ေဖာ္ျပထားသည္။

၃။ ထို႔အျပင္ စစ္ပြဲအတြင္းဖမ္းဆီးရမိေသာ စစ္သုံ႔ပန္းမ်ားကုိ ရက္စက္စြာ ညွဥ္းပန္းႏွိပ္စက္ျခင္း၊ သတ္ျဖတ္ျခင္းသည္ ဂ်ီနီဗာ စာခ်ဳပ္ အပုိဒ္-(၃)ႏွင့္ ၎၏ ေနာက္ဆက္တြဲ စာခ်ဳပ္(၂)အရ ခ်ဳိးေဖာက္သည့္အျပင္ လူသားခ်င္းစာနာေထာက္ထားမႈ ကင္းမဲ့သည့္ တပ္မေတာ္သားမ်ား၏ အမူအက်င့္ႏွင့္ ကုိယ္က်င့္သိကၡာကုိ ေဖာ္ထုတ္ျပသျခင္းသာျဖစ္သည္ဟု ျမင္မိပါ သည္။

၄။ ဤလုပ္ရပ္သည္ လက္ရွိျမန္မာအစုိးရ အေကာင္အထည္ေဖာ္လ်က္ရွိေသာ ၿငိမ္းခ်မ္းေရးလုပ္ငန္းစဥ္ကုိ ေႏွာင့္ယွက္ဟန္႔ တားေစၿပီး ယုံၾကည္မႈတည္ေဆာက္ျခင္းႏွင့္ အမ်ဳိးသားျပန္လည္သင့္ျမတ္ေရး တည္ေဆာက္ျခင္းကုိလည္း ဖ်က္ဆီးပစ္ရာ ေရာက္သည္ဟု သုံးသပ္မိပါသည္။

၅။ သုိ႔ပါေသာေၾကာင့္ ၿငိမ္းခ်မ္းေရးႏွင့္ အမ်ဳိးသားျပန္လည္သင့္ျမတ္ေရးကို လ်စ္လ်ဴမရႈဘဲ၊ တရားမွ်တမႈႏွင့္ တရားဥပေဒ စုိးမုိးေရးကုိ အေလးအနက္ထားကာ ျမန္မာ့တပ္မေတာ္၏ ဂုဏ္သိကၡာကုိ တန္ဖုိးထားေသာအားျဖင့္ ယခုျဖစ္စဥ္ကုိ ပြင့္လင္းျမင္သာမႈရွိၿပီး တရားမွ်တစြာ၊ စုံစမ္းစစ္ေဆး အျပစ္ေပး၍ တရားဥပေဒအတုိင္း အေရးယူေဆာင္ရြက္ရန္ အစိုးရႏွင့္ ျမန္မာ့တပ္မေတာ္ကို အေလးအနက္ထားတုိက္တြန္းရင္း မိမိတုိ႔၏ သေဘာထားကုိ ထုတ္ျပန္အပ္ပါသည္။
