ျမစ္ၾကီးနားျမိဳ႕၊ ကၽြန္းပင္သာရပ္ကြက္၊ အိမ္အမွတ္(၁/၁၀၇)တြင္ေနထိုင္ေသာ (ဘ)ဦးေဂ၀ါႏွင့္ (မိ)ေဒၚလေထာ္နန္အိန္ တို႔၏သား ကြန္ပ်ဴတာတကၠသိုလ္ ပထမႏွစ္ေက်ာင္းသားတစ္ဦးျဖစ္သူ ေမာင္ဂြမ္ဆိုင္းေအာင္ အသက္(၁၉)ႏွစ္အား၊ ၂၀၁၆ ခုႏွစ္ ဇြန္လ ၂၀ ရက္ေန႔ ည ၉ နာရီခြဲအခ်ိန္တြင္၊ ေျမာက္ပိုင္းတုိင္းစစ္ဌာနခ်ဳပ္(မပခ) လက္ေအာက္ခံ ေထာက္ပို႔ တပ္ (၇၂၇) မွ တပ္သားေမာင္ေမာင္ (ကိုယ္ပိုင္အမွတ္ တ/၅၁၁၅၆၈) ဗလမင္းထင္တံတားလံုျခံဳေရးအေစာင့္ တပ္သားမွ ေသနတ္ျဖင့္ ပစ္ခတ္သတ္ျဖတ္ေသာ ျဖစ္ရပ္ဆိုးျဖစ္ပြားခဲ့သည္။

တရားဥပေဒအား ေလးစားလိုက္နာမႈမရွိဘဲ မထီမဲ့ျမင္ျပဳကာ ေက်ာင္းသားလူငယ္တစ္ဦးအား ပစ္ခတ္သတ္ျဖတ္ခဲ့ျခင္း သည္ ကၽြန္ပ္တို႔ျမန္မာတစ္ႏိုင္ငံလံုးရွိ ေက်ာင္းသားထု၏ဂုဏ္သိကၡာႏွင့္ လံုျခံဳေရးအား ဆိုးရြားစြာျခိမ္းေျခာက္မႈျဖစ္ရပ္ တစ္ခုပင္ျဖစ္သည္။

အစိုးရစစ္တပ္အေနျဖင့္ ယခုကဲ့သို႔ ေက်ာင္းသားလူငယ္တစ္ဦးအား တရားမဲ့ရက္စက္စြာ ပစ္ခတ္သတ္ျဖတ္ခဲ့ျခင္းကို ကၽြန္ပ္တို႔ ျပင္းထန္စြာကန္႔ကြက္႐ံႈ႕ခ်သည္။

၂၀၁၁ ခုႏွစ္မွစတင္ခဲ့ေသာ ကခ်င္ျပည္နယ္တစ္ေက်ာ့ျပန္စစ္ပြဲကာလတစ္ေလွ်ာက္တြင္ လူ႕အခြင့္အေရးကိုျပင္းထန္စြာ ခ်ိဳးေဖာက္ခဲ့ေသာျဖစ္ရပ္မ်ားအနက္၊ ဖားကန္႔ျမိဳ႕နယ္မွ ကိုးတန္းေက်ာင္းသူမရမ္ဂ်ာဆိုင္းအိန္ ပစ္သတ္ခံရေသာျဖစ္ရပ္ ကဲ့သို႔ ယခုျမစ္ၾကီးနားျမိဳ႕မွ တကၠသိုလ္ေက်ာင္းသား ဂြမ္ဆိုင္းေအာင္၏အျဖစ္အပ်က္သည္လည္း တရားမွ်တမႈမရွိပဲ ျပီးဆံုးသြားမည္ကို ကၽြန္ပ္တို႔ အလြန္အမင္းစိုးရိမ္သည္။

ဒီမိုကေရစီလမ္းစဥ္အစျပဳလာခ်ိန္၊ အမ်ိဳးသားဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ (NLD) အစိုးရဦးေဆာင္မႈျဖင့္ ျငိမ္းခ်မ္းေရးေစ့စပ္ ေဆြးေႏြးေနခ်ိန္တြင္ ယခုကဲ့သို႔ ေက်ာင္းသားလူငယ္တစ္ဦးအား လူ႕ဂုဏ္သိကၡာကင္းမဲ့စြာ ပစ္ခတ္သတ္ျဖတ္ျခင္းသည္ လက္ရွိတည္ေဆာက္ေနေသာ ျငိမ္းခ်မ္းေရးလုပ္ငန္းစဥ္အား ထိခိုက္ေစႏိုင္ေသာေၾကာင့္ ဤလုပ္ရပ္ကို ျငိမ္းခ်မ္းေရး ျမတ္ႏိုးသည့္ အကၽြန္ပ္တို႔ ျပင္းထန္စြာ ကန္႔ကြက္ရံႈ႕ခ်သည္။

ထို႔ေၾကာင့္ သမၼတ ဦးထင္ေက်ာ္ဦးေဆာင္ေသာ ျပည္သူ႕အစိုးရအေနျဖင့္၊ ၂၀၁၆ခုႏွစ္ ဇြန္လ ၂၀ ရက္ေန႔တြင္ အစိုးရတပ္သားတစ္ဦး၏ ေသနတ္ျဖင့္ပစ္သတ္ခံရသည္ တကၠသိုလ္ေက်ာင္းသား လဘန္ဂြမ္ဆိုင္းေအာင္၏ျဖစ္ရပ္ အား တရားမွ်တမႈရွိျပီး၊ ပြင့္လင္းျမင္သာစြာျဖင့္ အမႈမွန္ေပၚေပါက္ေရးအတြက္ အရပ္ဘက္တရား႐ံုးတြင္ တရားစီရင္ေပးပါရန္ ကၽြန္ပ္တို႔အေလးအနက္ ေတာင္းဆိုလိုက္သည္။

Statement by student organizations and civil society groups Re:the murder of ethnic Kachin student, Gum Seng Awng, by a Burmese soldier in Myitkyina
On 20th June 2016, Gum Seng Awng, aged 19 and a first-year student at Myitkyina Computer College, was shot dead around 9:30PM in Myitkyina, Kachin State, by a Burmese government soldier – private Maung Maung (Tha/511568) from the 727th Logistics and Transportation Battalion under Northern Regional Military Command. At the time of the incident, the soldier was on duty as a guard at Balaminthin Bridge. The deceased student was the son of Mr. De Wa and Ms. Lahtaw Nang Ing, residing at house number 1/107, Kyunpintha quarter, Myitkyina, Kachin State.

This killing of an ethnic Kachin student attests to the military personnel’s complete disregard for the existing laws, posing a serious threat to collective dignity and the safety of whole student communities from Burma. We strongly condemn such an abhorrent act against an unarmed student by a government soldier.

Since 2011, when the civil war was resumed in Kachin State, there has been a series of grave human rights violations against civilians such as the case of Miss. Ja Seng Ing, a ninth grader who was shot dead by Burmese government soldiers in Phakant township. Her case ended without justice served. We are seriously concerned that the murder of Gum Seng Aung will end in a similar way with no justice and accountability.

Whilst the country is inching towards the path to democracy, the killing of Gum Seng Awng with no regard for his dignity or right to life could damage the ongoing peace process led by the National League for Democracy (NLD) government. Considering this, we strongly denounce the horrendous killing of a student.

We urge the President Htin Kyaw-led government to bring the perpetrator to justice with full force of the State and have him tried in a civilian court in a transparent and fair manner.
