Progressive Voice is seeking an Acting Research Director who will be responsible for the successful implementation of the research components of Progressive Voice’s projects, including designing appropriate research methodologies and ensuring the safety and security of data and personnel. This also includes consolidating collected research data into clear, precise, principled analysis and recommendations that reflect the perspectives and needs of target communities.

This is a senior management position for an experienced human rights professional who can manage a small team comprised of international and local staff. The position is open to both Myanmar and non-Myanmar applicants and is primarily based in Mae Sot, Thailand but with frequent regional travel. This is a one-year contract with the possibility of a permanent position upon completion. The contract includes a six months probationary period.

Job Title – Acting Research Director
Report to – Executive Director

Salary and Benefits – Based on experience and compatible with local rate
Job Location – Mae Sot, Thailand with frequent travel to Myanmar and other locations as required

Overview of Progressive Voice

Progressive Voice (PV) is a cooperative, collaborative, and participatory rights-based policy research and advocacy organization rooted in civil society, maintaining strong networks and relationships with grassroots organizations and community-based organizations throughout Myanmar. It acts as a bridge to the international community and international policymakers by amplifying voices from the ground, and advocates for a rights-based policy narrative.

Job Purpose

The Acting Research Director is primary responsible for the successful implementation of the research components of PV’s projects, including designing appropriate research methodologies and ensuring the safety and security of data and personnel. This also includes consolidating collected research data into clear, precise, principled analysis and recommendations that reflect the perspectives and needs of target communities. This position is open to both Myanmar and non-Myanmar applicants. This is a one-year contract with the possibility of a permanent position upon completion. The contract includes a six months probationary period.

Duties and Responsibilities

1. Essential Job Functions:

  • Manage and oversee the Research Department;
  • Develop and oversee program and budgetary planning for the Research Department;
  • Conceptualize, design and guide research projects;
  • Oversee the development of research methodologies and preliminary needs assessments;
  • Ensure the quality and content of written research output;
  • Coordinate with the Advocacy Director to support the organization’s advocacy efforts including: content, outreach, dissemination and messaging;
  • Coordinate peer review of draft reports;
  • Oversee the final production of written output including the layout, and printing process;
  • Represent Progressive Voice’s research work in public and private platforms;
  • Monitor and evaluate the department and program performance together with other departments and directors;
  • Keep abreast of political and human rights developments nationally, regionally and internationally;
  • Submit quarterly department activity reports to the Executive Director;
  • Implement departmental staff recruitment and training for incoming staff; and
  • Seek out and identify capacity-building opportunities/activities for department staff.

2. Other Responsibilities:

  • Participate in advocacy and fundraising planning meetings with the other departments;
  • Work with the advocacy team as a resource person and attend public and private events as needed;
  • Other tasks as assigned.

Person Specification

Essential
  • Master’s Degree or equivalent experience in human rights, development studies, law or other relevant fields;
  • Minimum 5 years’ experience working in the field of human rights or development with NGOs or CSOs – including work with local organizations;
  • Minimum 3 years’ experience working on human rights and/or political issues in Myanmar;
  • Minimum 2 years’ experience in program management
  • Expert writing and analytical skills in English;
  • Strong commitment to, and understanding of, human rights issues in Burma/Myanmar;
  • Ability to work independently and as part of a small team;
  • Ability to work effectively under pressure and meet deadlines on activities that are time-sensitive;
  • Ability to demonstrate flexibility in working with the team and local partners;
  • Excellent interpersonal skills;
  • Excellent attention to detail;
  • Commitment to the approach and values of Progressive Voice.
Desirable
  • Proficiency in Myanmar language or any other ethnic language in Myanmar a plus;
  • Proven computer literacy (Microsoft Word, Excel & PowerPoint);
  • Experience in an advocacy, communications or campaign role in a non-profit organization.
